RESOLUTION AMENDING THE CLASSIFICATION PLAN
AND ESTADLISRING THE POSITION CLASSIFICATION
DIRECTOR OF ECONOMIC DEVELOPMENT AND
REDEVELOPMENT
DESIGNATED TO UNIT 8, (DEPARTMENT READ)
DE IT RESOLVED that the Classification Plan and Compensation Plan, as
originally adopted pursuant to Resolution No. 90-209 N.C.S., and the classification titles and
specifications as adopted by Resolution No. 90-147 N.C.S., are hereby amended by establishing
the classification of Director of Economic Development and Redevelopment (as attached hereto
and marked Exhibit "A" and made a part hereof).
BE IT FURTHER RESOLVED that this action is taken pursuant to Personnel
Code 2.04.020 and Personnel Rules and Regulations (Rule IV, Section 5) for classifications
included in the Competitive Service of the Personnel System, that the notice of this action has
been properly posted and that the City Manager recommends this action.
NOW TREREFORE, DE IT RESOLVED that the Resolution No. 90-147
N.C.S., as amended, is hereby amended to include the classification of Director of Economic
Development and Redevelopment and assigning this classification to Unit 8 (Department Head)
with a salary range of $7976 - $8375 - $8793 - $9233 - $9695 per month, effective July 10, 2000.
Under the power and authority conferred upon this Council by the Charter of said City.

SUMMARY •
• Directs .activities of the Redevelopment.Agencyao promote balanced ..and sustainable economic,
industrial and employment development, and c>vi'c improvements in the community by
performing the following duties.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may
be assi ~ned.
Administers and directs programs of.the -Agency that include such functions as:
• redevelopment and economic development activities to reduce or eliminate blighting
influences and correct environmental deficiencies in the agency's: two Project Areas,
• development and implementation ofan Agency "Five-Year Implementation Plan,"
• promoting an environment conducive to social and' sustainable .economic growth, and
• advising business organizations and industry on matters affecting the local economy.
Coordinates work with :other governmental and community agencies to promote sustainable
economic development.
Prepares and submits the annual Agency budget to elected officials ..for approval and prepares
cost estimates yon special projects,
Assists the. Executive,Director/City Manager and the executive team in'developing creative
strategies for the rehabilitation and development of the community,.
Directs, in conjunction wth,the Executive Director/City Manager and legal counsel, the
negotiation and preparation of Owner Participation Agreements,
Attends Petaluma. Community Development Commission. and: City Council meetings and serves
as key staff advisor on development issues,
Studies governmental legislation; taxation; and other fiscal matters to determine effect on
community interests, and makes rec'ornrnendations based on organizational policy.

QUALIFICATIONS

EDUCATION and/or EYPERTENCE
Bachelor"s Degree (B.A.) (tif~ster's Degree' (tii..A.) preferred) or equivalent in Public
Administration, Planning, Finance, Business or a related field; and six to ten years related
experience and/or training; or equivalent combination of education and' experience..
LANGUAGE SKILLS
Ability to read, analyze, and interpret common technical journals; financial reports; and legal
documents. Ability to respond to common inquiries or complaints from customers; re~~ulaton~
agencies, or•members of the community. AbiLty to write speeches and articles for publication
that conform to prescribed style and format. Ability to effectively present :information to the
Petaluma Community Development Gommission/City Council, senior management, public
groups, and other governmental agencies.
MATHEMATICAL SIkILLS
Ability to apply statistical and mathematical concepts in the preparation of budgets, project cost
estimates; staff reports and' correspondence.
REASONING ABILITY
Ability to define problems, co lec data, establish facts, and draw valid conclusions. Ability to
interpret an extensive variety of data, nnancial information; and policies in order to analyze and
summarize. a specific issue, clearlw and succinctly preseriting;policy options and
recommendations to the agency commission for action. .
