HomeMy WebLinkAboutStaff Report 4.A 11/16/2015Agenda Item #4.A � y DATE: November 16, 2015 TO: Honora ble Mayor and Members of the City Council through City Manager FROM: Dan Sta, J SCE — Director, Public Works & Utilities Larry Zimmer, P.E. — Capital Improvements Division Manager SUBJECT: Resolution Approving the Budget and Authorizing Award of Contract for the East D Street Sewer and Water Replacement Project RECOMMENDATION It is recommended that the City Council Approve the Budget and Authorize the Award of Contract for the East D Street Sewer and Water Replacement Project. BACKGROUND To maintain and improve the condition of the.City's water system, the Public Works and Utilities Department annually replaces sewer and water line mains throughout the City to add redundancy and improve reliability. This project was developed during review of infiltration and inflow (I &I) from the December 11, 2014 storm and assessments during SMART's construction work at the intersection of D Street and Lakeville. It is expected that the proposed improvements will increase hydraulic capacity in the important sewer connection between downtown and the City's main pump station at Hopper, which will reduce combined sewer overflows (CSO's) during severe storm events. In anticipation of the Petaluma Complete Street Paving Project (C16101416) on Lakeville and D Street next year, it is recommended that some of the utility structures and appurtenances be replaced prior to that paving project. This project includes sewer manhole replacement on East D Street at the intersections of Lakeville and Copeland Street and a sewer main replacement on Weller Street. This project will also replace water services recently found to be deteriorated along Lakeville Street from East Washington to Caulfield. The project location is shown on Attachment 2. The proposed action meets Council Goal: "Plan for and implement priority capital projects as funding permits." DISCUSSION Staff prepared the project design documents and issued a Notice Inviting Bids on September 30, 2015. On October 21, 2015, six (6) bids were received as follows: Name of Bidder Bid Total TerraCon Constructors, Inc. $ 483,553 Michael Paul Company Inc. $ 562,737 W.R. Forde $ 616,780 Argonaut Contractors $ 649,700 D &D Pipelines $ 668,500 Team Ghilotti Inc. $ 678,500 Engineer's Estimate $ 528,750 Lowest Responsible Bidder *The apparent low bidder, TerraCon Constructors, Inc., has withdrawn their bid due to a clerical error in their bid documents. The lowest responsible bidder, Michael Paul Company, Inc., has performed similar projects for the City of Tiburon, Marin Municipal Water District, and the Novato Sanitary District. Staff verified that Contractor possesses a valid Class A California Contractor's License, license number 386001, which expires on October 31, 2018, which qualifies Contractor to perform the work. Construction is scheduled to begin in December of 2015 and to be completed in March 2016. Construction management and inspection will be conducted by City staff. The project was designed by City staff. FINANCIAL IMPACTS The total proposed project budget for the East D Street Sewer and Water Replacement Project is $699,737. The project will be funded with $335,874 from the Water CIP (6790.67999.5415 1) and $363,863 will be utilized from Wastewater CIP (6690.66999.54151). The following is a breakdown of the proposed CIP budget to be represented with the FY 15/16 mid -year budget adjustments. Location Map Proposed Budget $ 562,737 $ 25,000 $ 4,000 $ 15,000 $ 8,000 $ 85,000 TOTAL: $ 699,737 2 Attachment 1 RESOLUTION APPROVING THE BUDGET AND AUTHORIZING AWARD OF CONTRACT FOR THE EAST D STREET SEWER AND WATER REPLACEMENT PROJECT WHEREAS, City staff has prepared construction bid documents and advertised for construction the East D Street Sewer And Water Replacement Project, ( "the Project "); and WHEREAS, in accordance with the City of Petaluma Charter and Municipal Code, California Public Contract Code Section 20162 and other applicable law, City staff solicited bids for the Project; and WHEREAS, the Project was bid on October 1, 2015, and six bids were received and opened on October 21, 2015 in accordance with applicable law; and WHEREAS, the lowest responsible bid for the Project was submitted by Michael Paul Company, Inc. from Petaluma, CA for $562,737; and WHEREAS, staff has determined that the Contractor's bid satisfies the bidding requirements for the Project; and WHEREAS, staff has verified that Michael Paul Company, Inc. possesses a valid California Contractor's License, Class A, number 386001 that qualifies Contractor to perform the Project; and WHEREAS, the Project is categorically exempt pursuant to California Environmental Quality Act (CEQA) and Title 14, the California Code of Regulations ( "CEQA" Guidelines "), Section 15302, because the Project consists of replacement and reconstruction of existing utility systems and /or facilities involving negligible or no expansion of capacity; and WHEREAS, the funds made available are in the FY 15/16 water CIP and wastewater CIP budgets. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma hereby: 1. Approves the Project Budget of $699,737 and directs staff to create a CIP for inclusion in the FY 15/16 mid -year budget adjustments. 2. In accordance with the City of Petaluma Charter and Municipal Code, California Public Contract Code Section 20162 and other applicable law, waives any and all non- conformance in the bid of Contractor for the East D Street Water and Sewer Replacement Project, and finds the bid of $562,737 to be the lowest, responsive bid and further finds that Michael Paul Company, Inc. is the lowest responsible bidder. 3. Awards the contract for the East D Street Sewer and Water Replacement Project to Michael Paul Company, Inc. in the amount of $562,737, the amount of the lowest responsive bid, conditioned on Michael Paul Company's timely executing the project contract and submitting all required documents, including but not limited to, executed bonds, certificates of insurance, and endorsements, in accordance with the project bid documents. 4. Directs staff to issue a notice of award, to Michael Paul Company, Inc. 5.
