RESOLUTION AIVIENDING THE CLASSIFICATION PLAN
AND ESTADLISHING THE POSITION CLASSIFICATION
DIRECTOR OF WATER RESOURCES AND CONSERVATION
DESIGNATED TO UNIT 8 (DEPARTIVIENT HEAD)
DE IT RESOLVED that the Classification Plan and Compensation Plan, as
originally adopted pursuant to Resolution No. 90-209 N.C.S., and the classification titles and
specifications as adopted by Resolution No. 90-147 N.C.S., are hereby amended by establishing
the classification of Director of Water Resources and Conservation (as attached hereto and
marked Exhibit "A" and made a part hereof).
BE IT FURTHER RESOLVED that this action is taken pursuant to Personnel
Code 2.04.020 and Personnel Rules and Regulations (Rule IV, Section 5) for classifications
included in the Competitive Service of the Personnel System, that the notice of this action has
been properly posted and that the City Manager recommends this action.
NOW THEREFORE, DE IT RESOLVED that the Resolution No. 90-147
N.C.S., as amended, is hereby amended to include the classification of Director of Water
Resources and Conservation and assigning this classification to Unit 8 (Department Head), with a
salary range of $7,976 - $7,375 - $8,793 - $9,233 - $9,695 ,per month effective July 10, 2000.
Under the power and authority conferred upon this Council by the Charter of said City.

Directs and coordinates activities of all Water Resources and. Conservation divisions such
as Utility Engineering, Utility Operations and Maintenance, and Water Resources and'
Conservation Department Administration, and aids the: chief administrative officer in
formulating. and administering organization policies by performing the following duties
personally or through ..subordinate managers.

. Develop and' implement goals; objectives, and priorifies; plan direct, and review the
construction„ operation.and maintenance of water supply, wastewater treatment and
recycling, and surface water management systems.
Develop overall policies, financial resources and. facility plans for the utility systems. '
. Direct and confer with utility managers to review current and proposed projects,'work
' schedules, organization and personnel issues.
Review and approve engineering drawings, work orders, and purchase orders:for utilities.
Prepare: and administer the operations and Capital :Improvement Program budgets for the
utilities, including sources of funding.
Direct and participate in the preparation of technical and administrative reports.
Present reports and recommendations to the City Manager and City Council.
Develop general procedures for operation of utility activities.
Select, supervise, train and' evaluate staff'
• Coordinate utility activities with. other departments and outside agencies.
Serve as a member ofmanagement committees on special studies.

Directly. supervises 4 to 6 employees: Carries; out supervisory responsibilities in
accordance -with the .organizations policies .and, applicable laws. Responsibilities include
interviewing, recommending for hire, and training employees; planning, assigning, and
directing work; appraising°.performance; rewarding and disciplining employees;
addressing complaints and resolving problems.

EIDIJCATI®N and/or EXPE~ENCE
Bachelors of Science _degree (B. S.) (M.A. preferred'), or equivalent from an accredited
college or university in Civil Engineering, Sanitary Engineering; or related field; plus ten
years related experience;' or equivalent, combination of education and experience. A
minimum of eight years in an administrative or' supervisory capacity is required.
Knowledge of principles and practices of engineering as it applies to water, wastewater •
and surface water management systems and process controls; methods and techniques
used for planning and engineering studies and°the; design and construction of utility
infrastructure; federal, state and local regulatory requirements; current developments and
information regarding water,. wastewater and surface water management practices;
principles and practices of sound financial management of utilities. '

Ability to read, analyze, and' interpret common scientific and technical journals, financial
reports, and legal documents'. Communicate in a, clear, concise and effective manner
. (both orally and in writing); write ..effective. reports and explain complex. engineering. ~ •
projects and, ideas in a manner that is understandable°to those with little or .no engineering
background; establish effective working relationships, with public officials;
representatives from other agencies and cities; .other City staff, and the general public;
make effective public presentations; use Microsoft Word and Excel proficiently.
