RESOLUTION AMENDING THE CLASSIFICATION PLAN
AND ESTABLISHING THE POSITION CLASSIFICATION
WATER RESOURCES AND CONSERVATION ENGINEERING MANAGER
DESIGNA'~ED TO UNIT 9 (MID-MANAGEMENT)
BE IT RESOLVED that the Classification Plan and Compensation Plan, as
originally adopted pursuant to Resolution No. 90-209 N.C.S., and the classification titles and
specifications as adopted by Resolution No. 90-147 N.C.S., are hereby amended by establishing
the classification of Water Resources and Conservation Engineering Manager (as attached hereto
and marked Exhibit "A" and made a part hereof).
BE IT FURTHER RESOLVED that this action is taken pursuant to Personnel
Code 2.04.020 and Personnel Rules and Regulations (Rule IV, Section 5) for classifications
included in the Competitive Service of the Personnel System, that the notice of this action has
been properly posted and that the City Manager recommends this action.
NOW THEREFORE, BE IT RESOLVED that the Resolution No. 90-147
N.C.S., as amended, is hereby amended to include the classification of Water Resources and
Conservation Engineering Manager and assigning this classification to Unit 9(Mid-Management),
effective, with a salary range of $6,667 - $7,000 - $7,350 - $7,718 - $8,104 per month, effective
July 10, 2000.

Job Title: Water Resources and Conservation Engineering Manager
Department: Water Resources and Conservation
Reports To: Director of Water Resources and Conservation
FT.SA: Exempt
SUMMARY
Directs, coordinates, and .exercises functional authority for planning, organization,
control, integration, and completion. of engineering project. within Department of Water
Resources and Conservation by performing the following. duties personally or through
subordinate supervisors. The Engineering Manager has day-to-day responsibility for the
. management and operations of multiple sections of the Department of Water Resources
and Conservation under the functional units of Engineering and Operations; the
Engineering Manager uses considerable independent judgment and discretion in staff . `
supervision.and delegated administration and management; including the prioritization
and coordination of Department goals and. objectives. The Engineering Manager may act
.for the Director during periods of the Director's absence.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties
. may be assigned.
Under direction of the Director, assists ~in: formulating long-range goals of the Department
and. in developing plans -for accorrphshing these goals; assist in preparation and
administration of the Department's Capital Improvement Program and~operating budgets;
review and evaluate programs and anticipates future needs.
Provide dr-ection and supervision to professional and technical'staff in areas of financial
and program management; supervise and direct professional and.technical staff.in areas
ofpersonnel management including selection, evaluation, promotion, assignment,
disciplinary action, and trainuig of employees.
Discuss-and explain DDepartment plans, programs and projects at public and community
meetings, legislative and administrative hearings, and related functions;, attend
conferences, meetings and seminars to keep informed of new developments.
Review engineering, design of all water distribution, storm water collection, and
wastewater collection, treatment, recycling and disposal facilities installed in the City;
supervise the development of professional engineering and environmental ,studies;
oversees planning for future needs of the water, surface water management, and
wastewater treatment and recycling systems; coordinate. the preparation of,capital
improvement programs and budgets; review and sign engineering drawings, contracts,.
worlc orders; change orders, and purchase orders; coordinates Department activities with
. other City departments; and assemble, organize, and present written and/or oral reports
' containing alternative solutions and recommendations regarding specific resources, plans,
and policies.
Evaluate and determine organizational needs andfunctional changes in order to improve
efficiency and. effectiveness of Department; provide effective leadership in the
development of new or improved procedures; analyze and review staff effectively. _ ~ .
Plans and formulates engineering program and organizes project staff according.to
project requirements.
Assigns project personnel fo specific phases or aspects. of project such as technical _
-studies, product design, preparation of specifications and technical plans, and product .
testing..
Coordinates activities concerned with technical developments, scheduling, and resolving
engineering design acid test. problems.
Prepares budget estimates based upon anticipated needs of the Department and controls.
expenditures within limitations of project budget.'
Prepares interim and completion project reports.
..Directs -the preparation of complex engineering and environmental studies, schedules,
plans, maps; reports,, workload forecasts, cost estimates, and. specifications; perform
complex engineering:. calculations.
Manages professional and technical contractsregardingahe operation and.rnaintenance of
water and wastewater'faeilities.
SUPERVISORY RESPONSIBIL.'ITIES;
Manages,professional and technical staff `in the Water Resources and Conservation
Department's Engineering Division. Is responsble..for the overall direction,
coordination, and evaluation of this unit. Carnes out .supervisory responsibilities in
accordance with the organization's ..policies and applicable- laws. Responsibilities include
interviewing, recornrnending for hire, and training. employees; planning,. assigning, and
directing work; appraising performance; rewarding and disciplining employees;
addressing complaints and resolving problems.
QUALIFICATIONS

- EDUCATION and/or.EXPERIENCE
Bachelors of Science degree (B. S.) or equivalenY.from an accredited college or university
in Civil Engineering, Sanitary Engineering, or related field; plus five to ten years related
experience and/or training; or equivalent combination of education and experience. A
minimum of two years in an administrative or supervisory capacity is required.
Knowledge of principles and practices of engineering as it.applies to water, wastewater
:and surface water rnanagemerif systems and process controls; methods and techniques
used for planning and engineering studies and the design and construction of utility
infrastructure; federal, •state .and local regulatory requirements; current developments and

principles :and practices of sound financial management ofutilities.
LANGUAGE SKILLS
Ability to read, analyze, and interpret common scientific and technical. journals, financial
reports, and legal documents. Communicate in a :clear, concise and effective manner
(both orally and in writing); write effective reports acid explain complex engineering _
projects and ideas in a manner that is understandable-to those with little or no engineering
background; establish effective working relationships with public officials,
representatives from other agencies and cities, other City staff, and the general°publie;
make effective public presentations; use Microsoft Word and Excel proficiently or the
current accepted system.

Ability to apply advanced mathematical concepts and knowledge of chemistry and
biology involving water supply, wastewater treatment and pollution prevention
REASONING: ABILITY
Ability to define problems, collect data, establish facts,; and draw valid conclusions.
Ability to interpret: an extensive variety of technical instructions in mathematical or
diagram form and deal with several abstract and concrete variables.

California Class C Drivers License required
Registration as a Professional Civil Engineer in the State of California
