RESOLUTION AMENDING TAE CLASSIFICATION PLAN
AND ESTADLIS~ING TAE POSITION CLASSIFICATION
UTILITY MANAGER
DESIGNATED TO UNIT 9 (MID-MANAGEMENT)
DE IT RESOLVED that the Classification Plan and Compensation Plan, as
originally adopted pursuant to Resolution No. 90-209 N.C.S., and the classification titles and
specifications as adopted by Resolution No. 90-147 N.C.S., are hereby amended by establishing
the classification of Utility Manager (as attached hereto and marked Exhibit "A" and made a part
hereof).
DE IT FURTHER RESOLVED that this action is taken pursuant to Personnel.
Code 2.04.020 and Personnel Rules and Regulations (Rule IV, Section 5) for classifications
included in the Competitive Service of the Personnel System, that the notice of this action has
been properly posted and that the City Manager recommends this action.
NOW T~EREFOI2E, DE IT RESOLVED that the Resolution No. 90-147
N.C.S., as amended, is hereby amended to include the classification of Utility Manager and
assigning this classification to Unit 9 (Mid-Management), with a salary range of $5,630 - $5,911 -
$6,207 - $6,517 - $6,843 per month effective July 10, 2000.
Under the power and authority conferred upon this Council by the Charter of said City.

Reports To: Director of Water Resources and Conservation

St;iM1VIARY
Directs and coordinates activities of workers engaged in ins"tallation, maintenance, repair,
operations,. expansion, and relocation ofwater supply and distribution, surface water
management, and wastewater treatment and recycling by performing the following- duties
personally or through subordinate supervisors.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties maybe
assigned.
Analyzes,trends, such as population and industrial growth of area being served'to determine
adequacyof current~facitities and to project community demands for future facilities.
Develops ,plans to meet -and serve expanding communityneeds such-:as increasing capacity of
water storage :and distribution facilities, or arranging new. sources ofwater supply.
Plans metliods and sequence of'operations to facilitate addtons,~deletions and modifications to
the system.
Directs activities of subordinate personnel who oversee installation, maintenance, and repair and
operations ofwater distribution, surface water management,-and wastewater treatment and
recycling facilities.
Inspects field projects to coiifirrn conformance to specifications.
Confers with administrative and technical personnel and personnel of other utilities to coordinate
departmental activities.
Evaluates new developments in materials, tools, and equipment to recommend or deny purchase.
Prepares budget estimates based on anticipated needs of department and controls expenditures
within the limitations of project budgets.
SUPERVISORY RESPONSIBILITIES •
Manages one or:more, subordinate supervisors who supervise• employees in the Utility Operations
Nlaintenance:Division'. Is responsible for the overall direction, coordination, and evaluation of
these, units. Carries out supervsory,responsibilities in accordance with the organization's
policies. and applicable laws. Responsibilities include interviewing, recommending for hire, and
training employees; .planning; assigning, and•directing work; appraising performance; rewarding
and disciplining employees; addressing complaints and resolving problems.
QUALIFICATIONS To perform. this job successfully, an individual must be able to perform..

EDUCATION and/or EXPERIENCE
Bachelor's degree,(B. A.) (Master's Degree (M. A j preferred) from four-year college or "
university in engineering, public administration, business administration or related field; or five
years:related experience and/or training"; or equivalent combination of education and experience.
A minimum of two years in an;administrative or supervisory capacity is required.
.LANGUAGE SKILLS
Ability to read, analyze, and'interpret common scientific and technical journals, financial reports;
and legal documents. Ability to respond to common ~inquirie5 or complaints from. customers,
regulatory agencies, or members of the business- community: Ability to write speeches and
.articles for publicationthat conform ao prescribed style and format. Ability to effectively present
information to top management, public groups, and/or City Councils.
MATHEMATICAL SKILLS
Ability to work with mathematical. and word .processing, programs. Ability to understand
concepts such as probability -and. statistical inference, and fundamentals of plane and solid
geometry and trigonometry.. Ability. to apply concepts such as fractions, percentages, ratios, and
proportions to practical situations. Ability to work with supervisory control and data. acquisition
systems, geographical information and work management systems.
REASONING ABILITY
Ability to define problems; collect data,.. establish facts, and draw valid. conclusions. Ability to
interpret ari extensive variety of technical "instructions in mathematical or diagram form and deal
with several abstract and concrete variables.
