HomeMy WebLinkAboutResolution 00-187F N.C.S. 10/16/2000 Resolution 110. 00-187F N.C.S. of the City of Petaluma, California RESOLUTION AMENDING THE CLASSIFICATION PLAN AND ESTABLISHING THE POSITION CLASSIFICATION UTILITY SUPERVISOR DESIGNATED TO UNIT 9 (MID-MANAGEMENT) BE IT RESOLVED that the Classification Plan and Compensation Plan, as originally adopted pursuant to Resolution No. 90-209 N.C.S., and the classification titles and specifications as adopted by Resolution No. 90-147 N.C.S., are hereby amended by establishing the classification of Utility Supervisor (as attached hereto and marked Exhibit "A" and made a part hereof). BE IT FURTHER RESOLVED that this action is taken pursuant to Personnel Code 2.04.020 and Personnel Rules and Regulations (Rule IV, Section 5) for classifications included in the Competitive Service of the Personnel System, that the notice of this action has been properly posted and that the City Manager recommends this action. NOW THEREF®RE, BE IT RESOLVED that the Resolution No. 90-147 N.C.S., as amended, is hereby amended to include the classification. ofUtility Supervisor and assigning this classification to Unit 9 (Mid-Management), with a salary range of $4,442 - $4,664 - $4,898 - $5,142 - $5,400. Under the power and authority conferred upon this Council by the Charter of said City. Water Resources and.Conservation Reports To: Utility Manager FLSA: ,Exempt SUNIlvIARY Directs and coordinates activities of workers. engaged in installation, maintenance, repair, expansion; and relocation of water distribution, surface water management, and wastewater treatment and recycling facilities by performing the,following duties•personally or through subordinate supervisors. , ESSENTIAL DUTIES AND RESPONSIBILITIES include•the following. Other duties maybe ; assigned. Studies proposed protects to evaluate the most feasible approach for excavations and repairs; Determines material and.. equipment; such as type and size of pipe, fittings and unions, cranes, bulldozers, welders, or trenching machries,;required to complete projects according to size and nature ofthe project; Inspects.projects to evaluate progress and assure:conformance to specifications; Confers with representatives of other utilities to coordinate work schedules for the most effective and economic repair activities; Writes reports concerning human resources utilization, work progress, and disposition of materials; Prepares budget.. estimates based on anticipated material and personnel needs; and Assists in,preparation of departmental. and project budgets. SUPERVISORY RESPONSIBILITIES Supervises a total of 20=30 employees in the Utility Operations and Maintenance Division. Is responsible for the overall direction, coordination, and evaluation of these units. Carnes out supervisory responsibilities in accordance with the organization's policies. and applicable laws. Responsibilities include interviewing, recommending for hire, and training employees; planning, assgning,.and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. .QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. A.) from an accredited four-year college or university. in engineering, public administration, business administration or related field; three years related experience and/or training; or equivalent combination of education and experience. LANGUAGE SKILLS Ability to read, analyze, and.interpref common scientific and technical. j ournals, .financial reports, and legal documents.. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community: Abilityto write speeches and. articles for publication that conform to prescribed style and format. Ability to effectivelypresent information to top management, public groups, and/or City Councils. MATHEMATICAL SKILLS Ability to work with mathematical and word processing programs. Understands and apply concepts such as probability aril statistical inference, and fundamentals of plane :and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios; and ' proportions to practical situations. Abilityto work with supervisory control and data acquisition . systems, geographic information systems. and°workmanagement systems. REASONING ABILITY Ability~.to define. problems, collect ;data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety.oftechnical instructions in .mathematical or diagram form and deal with several .abstract and concrete variables.
