RESOLUTION AIVIENDING THE CLASSIFICATION PLAN
AND ESTABLISHING THE POSITION CLASSIFICATION
PUBLIC FACILITIES 1VIANAGER
DESIGNATED TO UNIT 9 (1VIID-NIANAGEIVIENT)
BE I'T RESOLVED that the Classification Plan and Compensation Plan, as
originally adopted pursuant to Resolution No. 90-209 N.C.S., and the classification titles and
specifications as adopted by Resolution No. 90-147 N.C.S., are hereby amended by establishing
the classification of Public Facilities Manager (as attached hereto and marked Exhibit "A" and
made a part hereof).
BE IT FURTHER RESOLVED that this action is taken pursuant to Personnel
Code 2.04.020 and Personnel Rules and Regulations (Rule IV, Section 5) for classifications
included in the Competitive Service of the Personnel System, that the notice of this action has
been properly posted and that. the City Manager recommends this action.
NOW THEREFORE, BE IT RESOLVED that the Resolution No. 90-147
N.C.S., as amended, is hereby amended to include the classification of Public Facilities Manager
and assigning this classification to Unit 9 (Mid-Management), with a salary range $5630 - $5911 -
$6207 - $6517 - $6843 per month effective July 10, 2000.
Under the power and authority conferred upon this Council by the Charter of said City.

SUIviI~1ARY
Directs and coordinates activities of workers~engaged-in installation, maintenance, repair,
expansion, and relocation of public facil-ities and buildings by performing the following duties
personally or through subordinate supervisors.

Analyzes trends, such as population and industrial Growth of area being served to determine
adequacy of current facilties'and to~project community demands for'future facilities.
. Develops plans to meet .and ser~~e eYpandnQ community needs such as increasing capacity of
public buildings,'streets and traffic si"anals~.
Plans methods and sequence of operations to facilitate additions, deletions and modifications to'the
system.
Directs activities of subordinate personnel who oversee installation, maintenance, and repair of
streets, traffic signals Grid building facilities.
Inspects or oversees inspection of feld maintenance improvement projects to confirm eonformanc~ -
to specifications:
Confers with administrative and technical personnel as well as personnel of other agencies to
coordinate departmental act"iuties.
Evaluates new developments in materials, tools, and equipment to recommend or deny purchase.
Prepares budget. estimates based on anticipated needs ofthe Division.
SUPERVISORY :RESPONSIBILITIES
Manages one subordinate supervisor who supervises a total of 20-30 employees in Public `Dorks
Division of the Department of Public Facilities and Services. Is responsible for the overall
direction, coordination, :and evaluation_ of these units. Carries out supervisory responsibilities in
accordance with the organization's policies and applicable laws. Responsibilities include
. interviewing, hiring, and training employees: planning, assiyoning, and directing. work: appraising
.performance; rewarding and disciplining employees;.addressing complaints and resolving
problems.
QUALIFICATIONS To perform this job. successfully, an individual must be able to perform each

EDUCATION and/or EXPERIENCE
Bachelor's degree (B. A.) (Master's Degree (~-i. A.) preferred) in Pub is Administration, Business
Administration, or related field from an accredited college' or university; or five years related
experience and/or training; or equivalent combination of education and experience.
LANGtiAGE SKILLS •
Ability to read, analyze, and interpret common scientific and technical. journals, financial reports,
and legal documents. Ability to respond to common inquiries or complaints from customers;
regulatory agencies, or members of the business community. Ability to write speeches and articles
for publication that conform to prescribed ~n~le and format.. Ability to effectively present
.information to top management, public groups,-and/or City Council.
MaTHENLATICAL SKILLS
Ability to work with mathematical concepts such as probabili y and statistical inference; .and •
fundamentals of plane and solid Qeometi-v and trigonometry.; Ability to apply concepts such as
fractions, percentages, rafios,, and proportions to practical situations.
REASONING ABILITY
Ability to define problems, collect data, establish- facts, and•-draw valid conclusions. Ability to
interpret an extensive variety of technical instructions in mathematical or diagram form and deal
with several abstract and concrete variables. •
