HomeMy WebLinkAboutResolution 00-187I N.C.S. 10/16/2000 Resolution No. 00-187I N.C.S. of the City of Petaluma, California RESOLUTION AMENDING THE CLASSIFICATION PLAN AND ESTABLISHING THE POSITION CLASSIFICATION PUBLIC SAFETY TRAINING AND GRANTS ANALYST DESIGNATED TO UNIT' 4 (PROFESSIONAL) BE IT RESOLVED that the Classification Plan and Compensation Plan, as originally adopted pursuant to Resolution No. 90-209 N.C.S., and the classification titles and specifications as adopted by Resolution No. 90-147 N.C.S., are hereby amended by establishing the classification of Public Safety Training and Grants Analyst (as attached hereto and marked Exhibit "A" and made a part hereof). BE IT FURTHER RESOLVED that this action is taken pursuant to Personnel Code 2.04.020 and Personnel Rules and Regulations (Rule IV, Section 5) for classifications included in the Competitive Service of the Personnel System, that the notice of this action has been properly posted and that the City Manager recommends this action. NOW THEREFORE, BE IT RESOLVED that the Resolution No. 90-147 N.C.S., as amended, is hereby amended to include the classification of Public Safety Management Analyst and assigning this classification to Unit 4 (Professional), with a salary range of $3935 - $4132 - $4339 - $4556 - $4784 per month effective July 10, 2000. SUMMARY With limited supervision, coordinates services such as the police training function to ensure that agency level training mandates are svsfematically fulfilled 'in ~ compliance with Federal, State, Local and Departmental requirements; works with D'epartment'Supervisors to identify, prioritize _and aecompli`sh individual employee training needs in an eff'cienf and equitable manner. .4ids executive in .staff capacity by analyzing' and coordinating office services such as personnel, training, budget preparation and. control,. fiscal affairs, equipment utilization, records control, and special management studies by performing the following duties. ESSENTI.~I, DUTIES AND RESPO SIBILITIES include the following: (Other duties may be assi~ed.) Studies management methods in order to improve the effectiveness and efficiency of workflow and reporting procedures. Revielvs and analyzes budget reports, and prepares and develops budget modifications and recornmendafions. Identifies administrative needs and de`~elops appropriate solutions or recommendations. Conducts research and analytical.. studies,, preparing reports that include cost analyses, comparative financial data, and informational data to support findings. Conducts'~cost/benefit analyses and evaluations of programs, staffing; and equipment utilization. .Ana'Tyzes procedures acid workflow of a di~:ison or program, and recommends improvements in such areas as purchasing, accounting, budget development, and administration. Studies methods of improving work measurements orperformance standards. Coordinates collection and preparation of operating reports such as time and attendance records, terminations, new hires, transfers, budget expenditures, and statistical records of performance data. Interprets operating policies. Reviews and answers correspondence: .Interprets and applies laws, rules; and regulations applicable to the organization. Professionally manage the delivery of law enforcement training to Pubiic Safety personnel through forma'1 in-House training,, briefing training and. out sourced training events; ensuring that relevant mandates are addressed syste-natlcally. Manage both departments annual training budgets eiisuriria that funds are expended as .efficiently as possible and recouped, whenever possible, to the City through Federal, State or local • reimbursement opportunities. Serve as a liaison to the Governor's Commission on Peace Officer Standards and Training (P.O.S.T.) regarding the irairiing delivery and compliance audits, Needs Assessment Workshops; - Course certification and Personnel Certificate achievements. Negotiate and secure contracts. between~Santa Rosa Junior•College District, or other accrediting institutions as appropriate, and the Petaluma Police Department for the purpose of obtaining accreditation and reimbursement for in -house training activities: Manage in-house training events while working closely with Patrol Lieutenants, Supervisory staff, instructors and accrediting institutions to ensure events are well planned, professionally delivered and documented. Oversee and document daily briefing tranings, working closely with first lineaupervisors. • Maintain accurate personnel equipmentrecords. Mana¢e the departments Citizens and Youth Academy Prosrams working closely with the • public, instructors and Santa Rosa Junior College to provide a positive, informative program to • the community. • Maintain an accurate training file system to ensure training related documents are organized, recorded and preserved. • Serve as. Administrator of the Training Management Software .database used by the department; maintain data; oversee effective use of the database by supervisors; troubleshoot relational data .,problems; work ,closely with Deparhnent and City .Information Systems personnel. to ensure - network mailability; work, closely with Trarurra Innovations Inc. to ensure system capabilities are fully implemented.. ~ . Supervise interns and volunteer staff assigned to the Training Division coordinating their worn; .provide performance feedback; ensure their participation in the department is productive and well managed. Write and submit a-ant requests for funding proposals to State and Federal Agencies as directed by Departments Senior staff. .
