RESOLUTION AMENDING THE CLASSIFICATION PLAN
AND ESTABLISHING THE POSITION CLASSIFICATION
PUBLIC SAFETY TECHNOLOGY PROJECTS MANAGER
DESIGNATED TO UNIT 9 (MID-MANAGEMENT)
BE IT RESOLVED that the Classification Plan and Compensation Plan, as
originally adopted pursuant to Resolution No. 90-209 N.C.S., and the classification titles and
specifications as adopted by Resolution No. 90-147 N.C.S., are hereby amended by establishing
the classification of Public Safety Technology Projects Manager (as attached hereto and marked
Exhibit "A" and made a part hereof).
BE IT FURTHER RESOLVED that this action is taken pursuant to Personnel
Code 2.04.020 and Personnel Rules and Regulations (Rule IV, Section 5) for classifications
included in the Competitive Service of the Personnel System, that the notice of this action has
been properly posted and that the City Manager recommends this action.
NOW THEREFORE, BE IT RESOLVED that the Resolution No. 90-147
N.C.S., as amended, is hereby amended to include the classification of Public Safety Technology
Projects Manager and assigning. this classification to Unit 9 (Mid-Management), with a salary
range of $5,476 - $5,750 - $6,038 - $6,340 - $6,657 per month effective July 10, 2000.
Under the power and authority conferred upon this Council by the Charter of said City.

.Job Title: Public Safety Technology Project Manager

SUMMARY
Provides responsible professional. staff.assi'stance to the •Department. Coordinates the
procedural and. administrative aspects of projects or programs, conducts analytical studies
to develop, improve or implement new or existing programs, procedures, and/or services.
Provides professional level staff support in the decision makingprocess and performs
' rebated duties as required.
Under direction of the Services Division.Commander, the Pubbic Safety Technology
Project Manager is responsible for the administrative and "fiinctional work involved in
planning, supervising,. coordinating and.reviewng the Gity''s Computer Aided Dispatch
System (CAD.), Records Management Systems (R~IS) and' lilobile Data Computers
(MDC). The Public Safety Project~Technology'Manager will assist in the on-goinj
operation, trouble shooting, management and maintenance of this and other city-wide
public safety technology projects.
ESSENTIAL DUTIES AND RESPONSIBII.,ITIES incbude the following: (Other duties

Plan, develop, integrate, implement, operate, and troubleshoot new software within the
CAD/RMS/1VIDC environment.
Estahl`sh :and maintain open channels of communication between the Services .Division
and other City di-visions; departments and outside: agencies and vendors.
Develop policy .and. procedural recommendations retarding implementation and.
maintenance of the CAD/R1VIS/MDC system.
Compile and. maintain manuals of procedures, programs and data.
and various field o projects, including consultant contracts, intra-departmental programs, -
p Aerations, as necessary.
Direct and oversee strategic planning related to the CAD/RMS/MDC system for the City.

Develop, :implement, and administer goals, objectives, policies and procedures necessary
to the operation of .a mature CAD/RMS%MDG System, which meets the goals and
objectives of a1T City departments, the City Manager and the City Council.
Design and. direct the implementation of .new procedures and programs related to
CAD/R1VIS/MDC, which improve operating effectiveness and efficiency.
Supervise subordinate CAD/RMS/IvIDC personnel
' Prepare written reports and/or letters, contracts, Requests For Qualification's, apply for
and administer grants, and/or ,:make presentations to boards, commissions, outside
agencies.
Serve as a liaison with community members, members of the business community, and
other government. agencies to coordinate special projects, provide specified
administrative services, represent the department in the development of or changes in
programs, or gathering of information for use in assigned studies or management
decisions.
Prepare grant. applications and monitor grants to ensure compliance.
Prepare division. budget and manage expenditures.
SUPERVISORY RESPONSIBILITIES
Manage employees who utilize and operate CADl1~VIS/1VIDC system. Is responsible for
the overall direction, coordination, and evaluation of this unit. Carries out supervisory
respon""srbilties in accordance with the organization's policies and applicable laws.
Responsibilities include interviewing, recommendi"n~ for hire; and training employees;
planning;assigning, and directing work; appraisingp,erfonnance; rewarding and
dsciphning;employees; addressing complaints and resolving~problems. Provides staff
supervision to employees engaged in GIS activities in other operating departments.

EDUCATION and/or EXPERIENCE
Bachelor's degree (B. A,) (Master's Degree (M. A.) preferred) from four-year accredited
college or university in law' enforcement /justice administration, public administration,

- business:adrninstraton or related f eld. A minimum of.4 years of increasingly - ,
responsible experience in the field of Public Safety' or Information Systems'is required. or
five.to sixyears related experience and/or tra_mi'nQ; or equivalent combination~of
education and' experience.
' Knowled'ge'of CA.D~software or their current equivalent as identified.

Ability to,read, analyze, and nterpretcommon scientfic~and technical journals, financial '
reports, and legal documents. Ability to respond to common inquiries or complaints from
