RESOLUTION AMENDING THE CLASSIFICATION PLAN AND ESTABLISHING
THE CLASSIFICATION JOB DESCRIPTION FOR
BATTALION CHIEF/TRAINING OFFICER
DESIGNATED TO UNIT 10 (PUBLIC SAFETY' MIDMAGEMENT ASSOCIATION
WHEREAS, the classification was identified as part of the Five-Year Life/Safety
Master Plan and Career Development Guide;
BE IT RESOLVED that the Classification Plan and Compensation Plan, as
originally adopted pursuant to Resolution No. 90-209 N.C.S., and the classification titles and
specifications as adopted by Resolution No. 90-147 N.C.S., are hereby amended by establishing
the classification of Battalion Chief /Training Officer (as attached hereto and marked Exhibit "A"
and made a part hereof).
BE IT FURTHER RESOLVED that this action is taken pursuant to Personnel
Code 2.04.020 and Personnel Rules and Regulations (Rule IV, Section 5) for classifications
included in the Competitive Service of the Personnel System, that the notice of this action has
been properly posted and that the City Manager recommends this action.
NOW THEREFORE, BE IT RESOLVED that the Resolution No. 90-147
N.C.S., as amended, is hereby amended to include the classification of Human Resources Analyst
and assigning this classification to Unit 10 (Public Safety Mid-management), effective July 10,
2000, with a salary range of $6,487 - $6,812 - $ 7152 - $7,510 - $7,885 - $8,280 (merit pay) per
month.

.Supervises, plans,, assigns, directs and. coordinates both emergency and .non-emergency activities
for an assigned division; commands emeergency response scenes and hazardous material
response, fire suppression 'aetiViti`es, prevention, code inspection and enforcement; rescue. and
public education activities. De~-elops and .implements multiple level training- programs for
department. ;personnel; coordinates assaned activities with other divisions, outside agencies and-
the general public. Provide luQlly responsible and complex staff assistance to the Fire Chief.
ESSENTIAL .DUTIES AND RESPONSIBILITIES include the following.. Other duties may
be assigned;
. ' Plan; supervise and coordinate the organization,- staffing' and operational activities for an
assi~Qned fire suppression shift inchidin~ fire suppression,. prevention, code inspection and
• .enforcement, rescue and public. education.. activities, emergency medical operations, disaster
preparedness operations and response, and hazardous. materials response.
:Participate in the .development and implementation of goals, objectives, polices/procedures and
priorities; recommend and implement resulting policies and procedtres. IV1av be called. upon to
give staff reports. to City Council or management staff; may serve as the acting Fire Chief on a
relief basis; serve. as duty chief in an on-call or shift status;, acts as Fire. Department liaison in
-carious City, County and sfate committees, may serve in the Emergency Operations Center
"(EOC) as required, and perform a variety of~public relations, and public speaking duties.
Review and monitor station. operations,. equipment, and techniques in rescue, medical, and.fire _ .
figFitin~ sactivities :to identify opportunities for improving, service delivery • methods arid,
procedures;, identify resource needs; review with appropriate 'management- staff; iiriplemenf
improvements.
Direct, coordinate" and review the work plan for an assigned fire suppression shift; assign work
activities :and projects; ,monitor work flow, review and. evaluate work products, methods and
procedures; meet with staff to .identify and resolve problems..A~ppraises employee performance
and counsels, ;employees regarding workperformance issues.
.Serve as fire and incident command officer; respond. to and assess emergency scene; determine
plan of action, requests additional companies, directs and coordinates strategy and tactics of
personnel, briefs Fire Chief and' maintains command of emergency operations and maintain
safety of emergency scene until rele~~ed by the Fire Chief.
Oversee the preparation of various computerized fire incident reports, responsible for periodic,
special and technical reports relating to 'assigned ar=ea; ensure accuracy and completeness of
. reports; maintain records on.fire suppression activities and other operations. •
Select; train, moti~~ate and evaluate fire: suppression-. personnel; provide or coordinate staff
trammg; work, with employees to correct deficiencies,, monitor performance issues and'
implement discipline and/or :termination, procedures. Provides clear expectations and- •
• accountability for employees. Recommends awards for personnel for superior service.
Coordinate fire suppression and prevention activities and multi-hazard planning with those of
other divisions and outside.. agencies and organizations. Attend and participate in professional.
group meetings; stay .abreast of new trends and innovations in the fiel-ci of fre suppression,
prevention, emergency response and hazardous material control.
Participate in the development and administration of assi~ed budget; forecast funds needed for
staffing, equipment; materials and supplies; monitor and' approve expenditures; recommend
adjustment as necessary.
Duties and Responsibilities'When Assigned as Training Officer:
Develop, .deliver and monitor. basic on-the job and advanced. training programs;. determine
subject matter to be taught; provide for and schedule other instructors, training aids and
materials;. evaluate and adapt training sessions as necessary. Maintain awareness of ne~~~
developments in the field of firefighter safety and training; incorporate new developments as
appropriate into programs.
Assist in .the development .and implementation of policies, :goals,: objectives and priorities. for
f re, emergency medical services,.:and multi-hazard training for the Department. Identify trainirg
needs, and make recommendations. for rneetin~ training needs bythe Department..
Establish and maintain training and reference .library; determine appropriate subject materials to
inventory; store, .control, use and dispense material as appropriate. Prepare; obtain, and maintain, •
current training aids such as books, film/videos, pamphlets, manuals, studies, reports and other
' course. materials.
Assess, analyze and determine requi-red skills and capabilities of all departmental personnel to
meet requirements of job descriptions;; maintain training records on all personnel.
. Plan; coordinate. and implement in-service training courses -and seminars. Prepare and present
classroom and practical training sessions on modern,fire suppression, emergency medical
services;, and, prevention techniques and methods. Develop and maintain appropriate records,.
training evaluation instruments and related. data.
SUPERVISORY RESPONSIBILITIES
This classificafi`on serves as supervisor for a division within the department with administrative
assignments, such as fire station/apparatus maintenance, ,emergency medical service response
and/or department. training. This classification exercises direct supervision over supervisory,
,professional and technical •staff and includes acting as 'the multi-station on-scene tactical
commander., This•classification receives general direction from the Fire Chief.

Chief Officer certification (required within 2 years of appointment.):
EDUCATION A1~1D/OR EYPERIENCE
Experience:. Eight. years full-dime fire service experience gained. working with a municipal, state
or federal fire service agency; ahree of these years could have been in training development.
Three years of supervisory and/or administrative experience comparable to that of a fire captain,
served in fire suppression.
Current Education. Requirements:
Graduation from high school or equivalent is required. A.A. or A.S. 'd_egree is required; sixty (60)
college semester units complete with thirty~(30) units in areas of fire science; training skills,
` supervision and administration. B.A or B.S'. is degree hi~al~ily desirable. Chief Officer certif cation .
is desirable.
Effective January-l, 2005
Education Requirements: B:A. or B.S. degree minunum effective by calendar year 2005
and Chief Officer certification.
