RECOMMENDATION: Approve resolution authorizing filing of an annual application with the Metropolitan Transportation Commission (MTC) for allocation of Transportation Development Act (TDA) and State Transit Assistance (STA) funds for FY 98 -99. BACKGROUND: The TDA creates a local transportation fund in each county for the transportation purposes specified in the Act. Revenue is derived from 1 /a¢ of the retail sales tax collected statewide. The 1 /a¢ is returned by the State Board of Equalization to each county according to the amount of tax collected in that county and is disbursed according to population. Payments are made by the county auditor but only in accordance with written allocation instructions issued by the MTC. This application is part of the county -wide consolidated claim. All transit systems county wide must coordinate their claims to receive funding from the MTC. This claim is the source of funds used to operate fixed route service and paratransit service in Petaluma. Although there are funds requested in this claim, this is not' a budget request. The City's budget process begins after the TDA funding has been secured. The estimated FY 1998 -99 TDA claim for operating the fixed route and paratransit systems is $709,245 and $250,826, respectively. Also included in this year's operating budget is a Federal Transit Administration grant for $37,500(80% federal, 20% local) to do a marketing study. The main goal of this project will be to increase Petaluma Transit ridership by identifying potential untapped markets and barriers to transit ridership and to develop strategies to attract these identified potential riders. Last year's budget included funding for a Short Range Transit Plan (SRTP). Using the SRTP as a guide, Petaluma Transit has purchased an eighth bus (1980 Grumman Flxible, "Steamer Red Jacket ") at a price much less than that anticipated in the plan. On March 2, 1998, Petaluma Transit made adjustments to its routes by putting more buses where there is increasing ridership and eliminating low ridership areas. Last year's ridership topped 200,000 for the first time, a 17% increase over the previous year. The current year to date is running about 2% above last year. Farebox revenue was over $109,000, a 14% increase over the previous year. Both systems are now claimed under Article 8. ALTERNATIVES: Not approve resolution. CONSEQUENCES OF NOT ACTING: City of Petaluma would be unable to receive TDA and STA funds, and our transit operations will be curtailed or cease altogether. Submit application for TDA and STA funding to MTC. staff 3/4/98 (fink) Resolution No. 97 -70 N.C.S. 1 of the City of Petaluma, California 2 3 4 5 6 AUTHORIZING THE FILING OF AN APPLICATION WITH THE 7 METROPOLITAN TRANSPORTATION COMMISSION FOR 8 ALLOCATION OF TRANSPORTATION DEVELOPMENT ACT/ 9 STATE TRANSIT ASSISTANCE FUNDS FOR FISCAL YEAR 1997 -98 10 11 12 13 14 WHEREAS, the Transportation Development Act (TDA) (Public Utilities Code sections 99200 et 15 seq.) provides for the disbursement of funds from the Local Transportation Fund (LTF) of the County of 16 Sonoma for use by eligible applicants for the purpose of fixed route and paratransit service; and 17 18 WHEREAS, pursuant to the provisions of the TDA, and pursuant to the applicable rules and 19 regulations thereunder (21 Cal. Code of Regs. sections 6600 et seq.) a prospective applicant wishing to 20 receive an allocation from the Local Transportation Fund (LTF) shall file its claim with the Metropolitan 21 Transportation Commission; and 22 23 WHEREAS, the State Transit Assistance (STA) fund is created pursuant to Public Utilities Code 24 sections 99310 et seq.; and 25 26 WHEREAS, the STA funds makes funds available pursuant to Public Utilities Code section 27 99313.6 for allocation to eligible applicants to support approved transit projects; and 28 29 WHEREAS, TDA funds from the Local Transportation Fund of Sonoma County and STA fund 30 will be required by applicant in fiscal year 1997 -98 for fixed route and paratransit services; and 31 32 WHEREAS, the City of Petaluma is an eligible applicant for TDA and /or STA funds pursuant to 33 Public Utilities Code sections 99260, 99260(a) and 99400 as attested by the opinion of counsel dated 34 February 10, 1997.
