12 The minutes of the, September 28, 1998, meeting were approved as amended:
13 Page 4 Line 27, add - DK - His estimation of the Marina, at this point, is that it was a had
14 investment, and that we are subsidizing what essentially becomes a parking lot for privately
15 owned craft to the tune of $1,500 to $2,500 per year per boat. We need to change whatever
16 we can; but he is not at this point, interested in increasing the subsidy for private
17 recreational craft.

19 1234 SAN RAFAEL DRIVE
20 Resolution 98-03 approving plans and specifications for the rehabilitation of 1234 San Rafael
21 Drive house and awarding the contract to Emil Meyers Construction for $106,980. This house
22 was destroyed by fire in August of 1997. Insurance claims have been settled and the house can
23 now be rehabilitated for reuse in the Shared Housing Program. Funding sources are Insurance
24 proceeds, Block Grant funding and the Housing Fund. The project budget is $138,000.

30 "OLD EAST PETALUMA"
31 NEIGHBORHOOD REVITALIZATION WORK PLAN
32 The Old East Petaluma area is bounded by the following streets: Payran between the area of one
33 lot east of East Washington Street (behind the commercial lots) and Jefferson Street, Jefferson
34 Street from Payran Street to Lakeville, Lakeville westerly to `one lot east of East Washington
35 Street,' and along the rear of the commercial lots that are located on East Washington Street
36 northerly to Payran Street. Staff asked the Commission to authorize preparation of a tentative
37 work plan for this neighborhood. This neighborhood and staff have been meeting on a regular
38 basis for about two years.
39 Bonne Gaebler reported that the impact of the various public and non-profit social service
40 agencies in this residential neighborhood as well as the Petaluma Kitchen, The Commission
41 directed staff to develop some solutions to some of the neighbors' legitimate concerns. The
42 facility managers of the public agencies and the non-profit agencies meet on a regular basis and

1 trade information so we know what each is doing. The new Fair Manager, Pat Skelton, has
z joined the group. The Police Department has designated this neighborhood as one of their
3 COPPS targets. The neighborhood COP attends all the meetings. A group is meeting to find an
4 alternate locate for the various homeless facilities. The Winter Shelter, the Opportunity Center
s and The Kitchen.
6 The next phase and the subject of this agenda item is implementation of the next phase of this
7 revitalization. This may include street tree planting, additional street lights, sidewalk, curb and
8 gutter repair and installation and some minor street repair. The staff will work with the
9 neighborhood association to prepare a more specific work plan with cost estimates and a time
10 table to bring back to the Commission in Spring for further consideration and approvals.
11 This is the first project of its kind in Petaluma. Other communities are `rewarding' impacted
12 neighborhoods by providing parks and other public services to mitigate the effects of a
13 conglomeration of social service agencies and their clients.
14 Planning Director Pamela Tuft said one of the intentions or directions and goals of the
15 redevelopment area, of course, is to remove blight, and if one was to look throughout all our
16 residential neighborhoods in this town, I think you would see some blighted conditions existing in
17 this neighborhood, the lack of street lights, old cobblestone curb and gutters that have eroded or
18 degraded to a point with the resurfacing projects that have occurred over the decades. We feel
19 this is a good redevelopment project or a housing set-aside fund project to actually as a kick start
20 to the Central Petaluma Specific Plan redevelopment efforts it's directly adjacent to, it is a
21 walkable neighborhood directly adjacent to, and service by the downtown core area as we begin
22 our redevelopment projects, so we felt we could get a lot of result for the redevelopment dollar.
23 MS - agrees this is a good idea. Also in east Petaluma there are also neighborhoods that could
24 use this sort of redevelopment assistance.
25 NR - asked why East Court is not being included. The Planning Director said the borders could
26 be stretched to reach East Court.
27 MM - I live in this neighborhood. There also is a lack of mature trees and foliage. This is part of
28 ongoing relationship between the City and the neighborhood. The neighbors are excited. Some
29 feel there is a detriment because of the social services which are there. When this is done, he
30 hopes it can be replicated elsewhere.
31 Tom Sipes, President of the neighborhood group, thanked Bonne Gaebler, Pamela Tuft and
32 Katherine Johnson for their help in putting out their newsletter. There are many absentee
33 owners, and our neighborhood can really use help. We would appreciate more street lights,
34 sidewalks and trees.
35 Kay Russo - is here to support this work plan. They are severely impacted by all the social
36 services that have been added to this area. It is appropriate to use redevelopment money and this
37 is on the Central Petaluma Specific Plan area border. All of Petaluma will benefit from this.
38 John Records - perhaps COTS people could help out in this project.
39 Diane Reilly - Beatrice Poland, an 80 year old living in this neighborhood has told me the
40 neighborhood needs this help. Ms. Reilly supports the plan. There are so many elderly people
41 who can be helped. There should be some way for elderly persons to obtain information. She
42 can't think of anyplace in the City where lighting is adequate.

1 MM noted that he has recently fixed his sidewalk and asked the City Attorney if there would be a
2 conflict of interest if he participated in the discussion. City Attorney Rudnansky advised that if
3 there were any financial benefit to his property because of this action, it would be best for him to
4 abstain. MM said he would have liked to vote for motion, but he abstained.
5 DK said this is an excellent use of redevelopment money.
