HomeMy WebLinkAboutPCDC Minutes 12/15/1997MINUTES OF A PETALUMA COMMUNITY DEVELOPMENT COMMISSION MEETING MONDAY, DECEMBER 15, 1997 ROLL CALL: Present: Read, Keller, Torliatt, Maguire, Vice Chairman Hamilton, Chairman Hilligoss Absent: Stompe SHARED HOUSING Housing Administrator Bonne Gaebler requested Commission direction regarding staff strategy to re -use a home owned by the PCDC and used for the Shared Housing Program until it was damaged by a fire. The property is located at 1234 San Rafael Avenue. This home was being operated by Innovative Housing until that organization ceased to exist in November of 1996. As a result, the Commission agreed that Committee On The Shelterless (COTS) would assume operations of the 1234 San Rafael Avenue house as well as the 1416 Serpilio Way house, which had also been operated by Innovative Housing. The house Serpilio Way house was transferred to City ownership. The San Rafael Drive house is in a process with the insurance company. Rehabilitation of the San Rafael Drive house will take approximately 6 months. At another location, 4 Jess Avenue owned by the Commission, there is a 4 bedroom and 2 bathroom house which was used as a "job shack" when the Payran Street Bridge was being replaced. The Payran Street bridge work has been completed and the house is now available for reuse as a housing site after some painting and other necessary improvements. Utilizing volunteer efforts and donations, COTS would be able to make this Jess Avenue house available to four households as "shared housing." The probable clients are single moms with children. The Commission's Housing Fund for housing facilities maintenance could be utilized for those costs to make the 4 Jess Avenue house livable. There is the possibility that the Healthy Communities Consortium may "adopt" this house and assist in the it rehabilitation. RESO. 97-12 CONSULTANT - SEIFEL ASSOCIATES The PCDC heard the presentations of Economic Research Associates, Paladin Financial Group, Seifel Associates and Vernazza Wolfe Associates. The vote was as follows: Economic Research Associates Read Paladin Financial Group 0 Seifel Associates Keller, Hamilton, Torliatt, Maguire Vernazza Wolfe Associates Hilligoss Seifel Associates was selected to complete a project area analysis pursuant to Commission direction.
