HomeMy WebLinkAboutPCDC Minutes 03/03/1997I MINUTES 2 OF A 3 PETALUMA COMMUNITY DEVELOPMENT COMMISSION a MEETING s MONDAY, MARCH 3, 1997 6 ROLL CALL: 3:00 p.m. 7 Present: Keller, Stompe, Torliatt, Maguire, Vice Chairman Hamilton, Chairman Hilligoss s Absent: Read 9 MINUTES: 10 The minutes of the February 3, 1997, meeting were approved as submitted. 11 PETALUMA MILL 12 Jeff Harriman, who was working on an agreement to purchase The Great Petaluma Mill, told the 13 Commission the project is no longer active. He thanked the Commission for all of their interest 14 and support. 15 PROJECT AREA REVIEW 16 Staff reviewed the tax increment revenue, sources and uses of revenue, revenue projections, and 17 housing fund sources and uses. The information was outlined in detail in the March 3, 1997, 18 staff report to the commission. Staff noted that the Central Business District shall not incur debt 19 after 2001 and the larger redevelopment area shall not incur debt after 2008. 20 Individual Commissioner comments: 21 — Request to prepare to utilize the available revenues at the earliest opportunity. 22 — There was a request to proceed more slowly. 23 — Move towards leveraging for current and future projects. 24 — Spend some time specifically outlining what the future projects could be in both 25 redevelopment areas. Do this within 4 or 5 months. 26 — Go back to see if the MOPA contract can be reopened. 27 — There are $10M in obligations in the auto mall. Is that performing in accordance with the 28 original agreements. Is there latitude to recapture for other purposes? 29 — Can bonds be paid off faster? 30 — Re-evaluate the Administrative funding for salaries and re -allocate the salary for Warren 31 Salmons to more accurately reflect his various responsibilities. Do the same with other staff 32 whose salary should be partially included in the redevelopment area budget; i.e. City Clerk's 33 Office. 34 — Are their any restrictions in using PCDC funds towards salaries for personnel doing work 35 other than PCDC? 36 — Parking garage - look at 24 hour supervision at parking garage. Can this be funded from 37 PCDC? 38 — Want to discuss Putnam Plaza and Keller Street to determine appropriate actions and to have 39 this accomplished so the upcoming budget will reflect findings. 40 — Want to pursue downtown parking both north and south of Washington Street. 41 — Allocate a certain amount of funds for the downtown specific plan so we don't leave it out. 42 Need to get priorities set up.
