10 MINUTES:
11 The minutes of the January 21, 1997, meeting were approved as submitted.
12 PETALUMA MILL
13 Jeff Harriman, who is working on a agreement to purchase The Great Petaluma Mill, the
14 adjoining parking lot and the 12,000 square building that is located at the Turning Basin. He
15 made the following comments:
16 The downtown needs a mixed use product there, and it needs more parking.
17 Who owns the trestle and who repairs it?
18 There may be some toxic conditions in the ground. How can we address this?
19 Does the redevelopment agency have condemnation powers. (A notation in the
20 Redevelopment Plan for the CBD indicates that by City Ordinance 1221 NCS effective
21 October 27, 1976, the Petaluma Community Development Commission does not have
22 the power of eminent domain.)
23 This should be coordinated with the Central Petaluma Specific Plan.
24 Commission questions and comments:
25 How does this relate to the existing parking district?
26 What are the boundaries of the district?
27 If a second parking district was created, what would need to be done? (Response - you
28 would need a project design, budget, cost figures, the amount of cost that could be
29 borne by the PCDC and the property owners.)
30 What gets done in this area should blend with the design of the area across the river.
31 Regarding the railroad right-of-way, would we be notified if the railroad intends to
32 abandon the spur that runs alongside the river?
33 Fifteen months ago the spur was offered to the City for $1.00, but the City did not
34 want responsibility for it. We needed to know what the costs, liabilities and PUC
35 requirements would be. That was prior to the railroad being bought by the Joint
36 Powers Authority.

I If disposition of that rail spur is put out to bid by the Authority, the City should get the
2 first opportunity to bid on it. Perhaps we should come up with parallel plans so we
3 could be ready to move.
4 How much revenue do we get annually from the PCDC. (Response: $430,000 a year
s tax increment money; of that 20% goes to low and moderate income housing. Debt
6 service runs at $180,000, leaving a surplus of about $164,000.)
7 Support the concept, and would like to direct staff to get more information and to
s work with Jeff Harriman.
9 How many years do we have left for the agency?
10 (Response: Pursuant to ,Ordinance 1973 NCS, the Downtown Redevelopment Plan
11 on Central Business District area the guidelines are now:
12 1. Cessation of the commencement of redevelopment activities is the year 2001.
13 2. The time limit for incurring new debt is the year 2001.
14 3. The time limit for receipt of property tax increments is the year 2011.)
15 Is there some way of transferring money between redevelopment areas?
16 We have other things we want to do with this limited "pie. " We need to be careful
17 about committing money.
18 Unless there has been a major change in the law, there may be little ability to use
19 tax increment revenue from another redevelopment district.
20 Staff come back to us with anything to give us creative solutions to assist Jeff
21 Harriman. Look at Proposition 218 ramifications. Let's look to see if we can help.
22 Staff comments:
23 We have met with the property owners regarding redesign of the area. A little bit has
24 been done. That has been shared with the applicant.
25 There is a question of State Lands ownership in the area.
26 There is a sewer line under the trestle. It is primarily held up by the bulkhead.
27 Revenue that we might have available between now and the close of the Central
28 Business District is $1 Million.
29 The ability to move funds between redevelopment districts is very limited.
30 The earliest that staff will be able to have responses for the Commission is the first
31 meeting in March.
32 All Commissioners nodded their heads in the affirmative that they wished to be of assistance in
33 the effort of Jeff Harriman to make improvements to the area of the Great Petaluma Mill.
