HomeMy WebLinkAboutPCDC Minutes 11/06/19951 MINUTES 2 OF A 3 PETALUMA COMMUNITY DEVELOPMENT COMMISSION 4 MEETING 5 MONDAY, NOVEMBER 6, 1995 7 ROLL CALL: a Present: Maguire, Read, Barlas, Vice Chairman Shea, Chairman Hilligoss 9 Absent: Hamilton, Stompe (Mary Stompe was attending a Sonoma County Transportation to Authority Meeting) 11 MINUTES: 12 The minutes of the September 18 meeting were approved as amended: indicate Read was in 13 attendance. 14 WISTERIA FUNDING 15 Staff noted that the City will receive $977,095 from their `HOME" grant application and 16 $296,000 from their "BEGIN" application, both of which were made earlier in the year. 17 RESO.95-10 is COTS - DROP-IN CENTER FOR HOMELESS 19 Resolution 95-10 approving an agreement with the Committee on the Shelterless (COTS) to 20 develop and operate a day -center for homeless persons. The proposal is to utilize the space 21 behind the Ellwood Center `Kitchen" located at Payran and D Streets for this center. The site 22 is centrally located and is City owned. One or two buildings will be leased or purchased for 23 this purpose. One building will be used for a work, study, and office area and the other 24 building will be used for bathrooms. They were referred to as the "dry" building and the `vet" 25 building. 26 This project for the homeless drop-in center will be monitored to determine if there are fewer 27 police calls at the Library. It is hoped that when the regional homeless center in Santa Rosa 28 has been readied for use, opportunities for these people will be well established so that some 29 more positive results may be available to those who will use the assistance. There is little 30 accurate data on the homeless. For instance, an estimate of mental health needs ranges from 31 40% of the homeless to 90%. There was a question about the Oxford House program for the 32 homeless people. 33 County Homeless Project at the old Holiday Inn on Santa Rosa Avenue - Arnold Sternberg 34 from Burbank Housing advised the Commissioners that the private financing with Internal 35 Revenue Service tax credits looks very promising. But, the funding from the County seems to 36 be the big question at the present time. The City of Santa Rosa has said it will provide 37 $453,000 to the project. At the earliest, the facility could be ready for occupancy in 18 38 months.
