RESO, 95-06 1995-96 BUDGET Finance Director David Spilman reviewed the budget for the Central Business District and the Petaluma Community Project for the Commissioners. The budget for the Downtown Association was approved at the July 17 meeting. The discussion included downtown restroom location; additional downtown beautification especially the corner of Washington and Petaluma Blvd.; upkeep costs including part time attendant for the garage; adding more downtown furniture (i.e., trash receptacles, street furniture, lights, trees and tree planting, tree grates); additional parking garage security towards the winter holidays; and more garage improvements such as additional painting of light colors, outside painting. The 2,100 acre Petaluma Community Development Project budget was reviewed. The projects included in this portion of the budget include Payran Reach flood mitigation project, Rainier overcrossing, Lakeville Highway improvements, Old Redwood Highway improvements. The only fund that can be used outside of either redevelopment area is the low/moderate income housing money. The remainder of the two redevelopment areas' funding must be spent in the area for which the funds are budgeted. Tom Hargis, City Engineer, was asked to bring the matter of landscaping the freeway interchange at Old Redwood Highway and U. S. Highway 101. In answer to a Commission question, Finance Director David Spilman said he is looking at a cost allocation study this budget year. When that is completed there will be more information on which to base Finance Department cost allocation to the Petaluma Community Development Commission. It was suggested that the Commission look into a community partnership where the Commission would donate some funds towards a community effort to improve rundown elders' housing units.
