PETALUMA COMMUNITY DEVELOPMENT COMMISSION
MEETING
MONDAY, MARCH 20, 1995
ROLL CALL:
Present: Shea, Maguire, Barlas, Stompe, Hamilton, Chairman Hilligoss
Absent: Vice Chairman Read
MINUTES:
The minutes of the March 6 meeting were approved as amended:
Add on "Roll Call" that Barlas was attending the Sonoma County Transportation Authority
meeting.
On Resolution 95-02, change the name of the person who introduced to Mary Stompe.
RESTROOMS
Jeff Harriman, President of the Downtown Association, asked the Commission to please move
ahead on the restrooms downtown. He suggested establishing July 1 as the date by which the
Commission's decision is to be made for placement of a facility for the public.
Jack Balshaw, Downtown Association, the Commission has been working on this for three
years now. You have asked the businesses if one would share its restroom along with sharing
the cost for upkeep. No one has shown interest in doing that.
Maxine Brand, 849 Western Avenue - Cotati has a nice downtown restroom, so does
Leavenworth, Washington. Why not Petaluma downtown? There are some of us who really
need a restroom downtown. Another thing, how can you expect the number visitors you want
to have downtown stand in line for one single restroom? By the way, her mother thinks the
sidewalks downtown are appalling. No one takes the time to sweep in front of their business.
The Commission discussed the need for public restrooms in the downtown area. The
following Commissioner comments were made:
Look into putting a public restroom in the Copperfield Book Store which is moving across the
street into the Mattei building. We would like to see the City plan for future needs and put in
more than a single, heterosexual restroom. Water and sewer are supposed to already be
stubbed out under the grassy area in Putnam Plaza. Businesses come and businesses go; if we
had an agreement to share the restroom cost with a business that decided to close, we would
end up with nothing. This seems like such a logical thing to do. Let us do it using
architectural design that would blend with the historical nature of the town.
Staff comments were:
We do not know whether or not there must be one restroom for men and another for women.
The cost to construct is $100 a square foot and it is estimated that 65 - 70 square feet are
needed for a single restroom.

The Commission anticipates that staff will develop information outlining the cost of
construction during this calendar year of one or two public restrooms in the downtown area,
probably at Putnam Plaza. This will be sched ed for PCDC meeting soon.
