HomeMy WebLinkAboutPCDC Minutes 12/05/1994I MINUTES 2 OF A 3 PETALUMA COMMUNITY DEVELOPMENT COMMISSION 4 MEETING 5 MONDAY, DECEMBER 5, 1994 6 ROLL_ CALL: Present: Parkerson, Read, Barlas, Shea, Vice Chairman 8 Sobel, Chairman Hilligoss 9 Absent: Hamilton 10 MINUTES: 11 The minutes for the November 7 meeting were approved as submitted. 12 PUBLIC HEARING 13 PCDC IMPLEMENTATION PLAN 14 The Redevelopment Agency held a public hearing to consider the 1995-1999 draft 15 Implementation Plan which is now a requirement of the Community 16 Redevelopment Law Reform Act of 1993. This act amended State Codes as i7 follows: Education Code §42238, §84751 and various Health & Safety Code 18 §33012 et seq., §33080 et seq., §33320 et seq, §33401 et seq., §33641 et seq. 19 relating to redevelopment. Adoption of the final plan is scheduled for December 20 19. 21 It was noted by Housing Administrator Bonne Gaebler that the Central Business 22 District has an on-going need for infrastructure maintenance and improvement, 23 revitalization efforts, and business promotion. The Petaluma Community 24 Development Project Area shows an on-going need for economic development, 25 flood control, infrastructure improvements and traffic circulation improvements. 26 Also, 20% of the funding must be used for affordable housing, which does not 27 have to be located in the redevelopment area boundaries. 28 The hearing was opened. 29 Victor Chechanover, 2301 Marylyn Circle, made the following observations of the 30 document: 31 Relating to continuation to "fulfill agency obligations" under the Disposition and 32 Development Agreements for the Auto Plaza, he asked how much this will cost; 33 what form does the expenditure take other than the maintenance amount of 34 $10,000 for PCDC owned property; what the size of the parcel is; what form does 35 the maintenance take; and who performs the work. 36 Relating to the Central Business District he asked about the finalization of 37 downtown restrooms. He noted the budget shows $12,000 allocated for a 38 portable restroom at Putnam Plaza of which $10,000 is set aside for provision of a 39 more permanent restroom facility. Over the last 3 years more than $6,000 has 40 been spent for a portable potty. Isn't it about time to implement the permanent 41 facility this year? Page 1 of 3 pages PCDC Meeting Monday, December 5, 1994 I Relating to charts that were in the staff report, he questioned the 1994/95 Project 2 Area Uses of Funds for the Central Business District pie chart which shows 3 $96,700 for CBD Loans/Assets - He asked where one can determine the respective 4 amounts and identify the recipients of the tax credits, sources of loans and amounts 5 repayable if that is what the CBR Loans/Assets represented. He also asked why 6 the 1984 Bond Debt amount has increased to $96,800, when the 1992-93 fiscal 7 year showed only $64,534. 8 On the Petaluma Community Development project area chart, there is an 9 expenditure of $422,050 for Tax Allocation Bonds which he calculated cost 8.4% 10 which he felt is rather high for municipal debt service. 11 He suggested that any budget item that is greater than $75,000 not be included 12 under and item called "Other", because in order to know what the category 13 includes, one needs to study the budget which was approved more than 3 months 14 before the public is given an opportunity to comment on the Implementation Plan. 15 He said he thinks the "Other" on the Petaluma Community Development project 16 area includes State Mandated Education Payment ($100,000), Rainier Avenue 17 Project ($200,000) and Marina Loan ($191,900). There being no else wishing to 18 speak, the hearing was closed. 19 RESO.94-15 20 RELOCATE TWO HOUSES TO MARGO LANE 21 Resolution 94-15 approving plans and specifications, award the contract to 22 relocate two houses from #5 and #10 Vallejo Street, which is in the Petaluma 23 River Floodway improvements area, to #105 and #109 Margo Lane, and to 24 renovate them for resale. The resale will have the usual resale controls which will 25 maintain the housing resale cost in the low income bracket. The low bid is 26 awarded to McClarty Construction of Santa Rosa for $153,044. The houses are 27 being moved to accommodate the U. S. Army Corps of Engineers' improvement 28 project related to reducing flood damage. The Redevelopment Area will contract 29 with Burbank Housing to handle the resale. The new HUD rules require that the 30 "extremely low" income persons should avail themselves of the housing. 31 "extremely low" means 30% of median income.
