PETALUMA COMMUNITY DEVELOPMENT COMMISSION
MONDAY, JULY 19, 1993

PRESENT: Nelson, Read, Shea, Hamilton, Vice Chairman

PUBLIC COMMENT
Lee Heinz of the Chamber of Commerce noted their Board of Directors met this
date and has authorized that a letter be sent to the City of Petaluma offering to
provide administrative support to the Main Street group or to its successor during
this time of reorganization. It is the Chamber feeling the downtown merchants
should do the actual day to day functioning of the organization. The letter will be
forwarded to the City this week, according to Mr. Heinz.
MINUTES
The minutes of the June 21 meeting were approved as corrected, with the
"Minutes approval date changed to June 7 from June 21.".
RESOLUTION 93-06
COMPLETION OF PORTION OF RIVER WALK
Resolution 93-06 accepting completion of the Petaluma River Walk, Phase 4,
Zones 1 and 2. The Zone 1 work included replacing the concrete walk between
the parking garage and Kentucky Street with a decorative walkway, installing trees
and landscaping, benches, painting of building walls to coordinate with the project
theme, handicap ramps, trash receptacles, special decorative lights, banner hangers
and subsurface drainage.
Zone 2 work included replacing the sidewalk along the east of Kentucky Street,
installing a railing, decorative lights and banner hangars along the stairway
between Kentucky Street and American Alley and painting the building walls.
The work done by "others" included decorative painting, ornamental banner
hangers and railing. Final cost of this portion of the project was $110,552.03. The
resolution was introduced by Jane Hamilton and seconded by Lori Shea.

RESOLUTION 93-07
REVISED HOUSING PRIORITIES
Resolution 93-07 confirming the amendment to the PCDC low income housing
priority listing. (Italics are new and strike through!s are removed from prior list.)
- Provide affordable rentals for elderly.
- Provide a balance of rentals and homeowner opportunities
for families
- Implement and enforce rental restrictions and resale controls to
ensure long term affordability.
- Encourage resident selection priorities n=�==tip n�w'� for
Petalumans.
- Address the need for affordable housing for low and moderate
income households without children.
Introduced by Brian Sobel and seconded by Vice Chairman Read.

STATUS REPORT ON STATE BUDGET
AS IT REFLECTS ON THE PCDC BUDGET
It is estimated that the total take from the PCDC budget this year by the State will
be $97,000. Staff recommends that $20,400 be taken from the Central Business
District budget now. At the mid -year budget review, staff anticipates that the
additional amounts will be taken from the River Walk Phase 4 Reserve and
approximately $72,000 will be taken from the Unreinforced Masonry Project
Reserve.
The Commission asked that there be a PCDC discussion of the foregoing
mentioned fund transfers prior to any action being taken. Utilizing the
Unreinforced Masonry Project Reserve was not supported unanimously by the
Commission.
