PETALUMA COMMUNITY DEVELOPMENT COMMISSION
MONDAY, JUNE 7, 1993

PRESENT: Nelson, Read, Shea, Hamilton, Chairman Hilligoss
ABSENT: Barlas, Vice Chairman Sobel (Commissioner Barlas was attending the
Sonoma County Transportation Authority meeting in Santa Rosa)
PUBLIC COMMENT
Lee Heinz, Petaluma Area Chamber of Commerce - retention of the Main Street program is
going to be done under the umbrella of the Chamber of Commerce. The Chamber will work
with the City as necessary. The Chamber's intent is to create a support system for the Main
Street program.
Jeff Harriman, McNear Building - spoke in support of the Chamber of Commerce effort to
assist the Main Street program.
MINUTES
The minutes of the May 3 meeting were approved as submitted.
PROPOSER -V93-94 LOW AND MODERATE INCOME HOUSING
Bonne Gaebler, the City's Housing Specialist, reviewed the projects planned for the ensuing
year and noted the criteria used for filling the housing units:
1. Provide affordable rentals for elderly.
2. Provide family ownership.
3. Implement and enforce rental restrictions and resale controls to ensure long term
affordability.
4. Prioritize rentals for Petalumans.
The owners have filed a notice to sell the Park Lane rental units located on Magnolia near
Petaluma Blvd. North. These units have been rented to the elderly and sale to a private party
could result in big rent increases. Burbank Housing has expressed the desire to purchase the
apartments. In this regard,estineed 1 mated to%earnest monb $4,950,000 plus 5% down ($250,000) to begin
the process. The sale price is

RESOLUTION 93-03
1993/94 PCDC BUDGET
Warren Salmons reviewed the budget for the Central Business District and for the Community
Development Project Areas. There was some discussion about maintenance of the Balshaw
Bridge at the foot of Western Avenue. The Commission asked for a cost estimate as well as
information about the care that other jurisdications have given similar bridges.
Another concern expressed by the Commission was that there are not enough rental units for
single adults, and staff was asked to develop an additional criteria for that category. Executive
Director John Scharer said staff will bring the policy back (see Page 1 of these minutes) for
Commission consideration of an additional section on single adults.
The resolution was introduced by Nancy Read and seconded by Bonnie Nelson.
