Cavanagh, Vice Chairman Woolsey, Sobel, Nelson, Chairman Hilligoss ABSENT: Davis MINUTES The February 18, 1992, minutes were approved as submitted. RESOLUTION PCDC 92-03 1990-91 AUDIT Staff presented the 1990-92 Fiscal Year Audit which was prepared by Pisenti & Brinker. Included in the agenda back-up materials were a "Work Program/Goals for 1991-92" and a listing of "Previous Year Accomplishments Fiscal Year 1990- 9111 . Restrooms for the Petaluma Queen Before the resolution was approved, Commission members asked about the proposed restrooms for the paddlewheeler that will be plying the Petaluma River soon. Landscaping at the Auto Mall They also asked about the degree of landscaping the City can expect in the Auto Mall. Commissioners advised that the landscaping at the two dealerships that are open for business is not sufficiently visible nor is it up to the standards which the Commission expects to see. Staff advised the Commission that the third dealership site plan has already been approved. Staff will ask that dealer to plant trees that are larger specimen than the 15 gallon trees at the Ford and Toyota locations. With respect to all future dealerships, the landscaping plan will be shown to the Commission prior to the time final approvals are given on the landscaping. Commissioners who wished to see the landscaping plan for the third dealership were invited to make arrangements with the Planning Department to see them. March 16, 1992 Page 1 of 3 RESO. 92-04 1992/93 HOUSING PROGRAM Resolution 92-04 NCS approving the 1992/93 Housing Program. Monies received from developments "In Lieu" of construction of low/moderate income housing available for 1992-93 are $463,000. Monies from the redevelopment agency available for the 1992-93 fiscal year are $770,568. This results in the availability of $1,234,279 for the 1992-93 Housing Program. The City Council Housing Subcommittee recommendation for dispersal of housing monies follows: Burbank Housing Site Acquisition 500,000. Preserve Parklane Administration 25,000. Committee On The Shelterless Year-round Singles Shelter 17,300. Demonstration Project (4 months) Innovative Housing Home Acquisition "Shared" program 0. Northbay Ecumenical Housing Manufactured Home Loan, supplement to 1991-92 allocation * 10,000. Petaluma Ecumenical Project Payran Acquisition Elder Apartments 273,500. Petaluma People Services Center MAP Pool 36,000. CITY Shelter Maintenance 10,000. Mortgage Credit Certificate 15,000. Unreinforced Masonry Buildings 80,000. 1992-93 Administration ** 86,600. Debt Service ** 29,300. Total 1992-93 Housing Program Allocation $1,082,700. * Note - $240,000 already have been earmarked for this project ** All, or a portion of, these requests will be funded from Redevelopment Low/Moderate Set-aside. March 16, 1992 Page 2 of 3 PRELIMINARY PROGRAMS, GOALS, BUDGET 1992-93 FISCAL YEAR Staff presented preliminary figures for distribution of redevelopment funds in the two redevelopment areas. Staff was asked to add $5,500 to the Main Street budget to represent the additional work that Jim Schultz has put into the Unreinforced Masonry Building studies and for purchase of a FAX machine. He has been walking to City Hall to utilize the FAX machine in the City Manager's office. The budget in final form will be presented to the Commission towards the end of the fiscal year. RESO. 92-05 RESPONSE TO THE GRAND JURY Resolution 92-05 NCS approving the response to the 1991 Grand Jury Report. The two topics of interest to the City that were addressed in the Grand Jury report are: (1) The School district allocations from redevelopment agencies and (2) Low and moderate income housing funds generated by redevelopment agencies. Many of the Grand Jury comments appeared to have been based on minimal research with the local jurisdictions. No one in the City of Petaluma reported having any contact by this Jury regarding detail of the processes on which the Jury made observations and recommendations. City staff has met with the staff of other redevelopment agencies and with special redevelopment counsel. They have developed a joint response to the Grand Jury report. Although the 1991 Grand Jury has retired, the point response will be forwarded to the Presiding Judge and to the Grand Jury files. The City Council asked staff to offer some suggestions to enhance the effectiveness of the Grand Jury process in future years. Introduced by Jack Cavanagh, seconded by Vice Chairman Woolsey.
