BUDGET
9 The Finance Director continued his review of the proposed 1990/91 fiscal year
10 budget. The Commission had received a copy of PCDC Resolution 86-2 (August 25,
11 1986) Adopting a Statement of Programs and a Statement of Existing Obligations for
12 the Central Business District in this agenda packet. The programs included
13 Concourse Walkway/River Promenade, Turnin* Basin, Downtown Traffic Circulation
14 Plan, Off -Street Parking, and Urban Beautification.
15 State Mandated 20% Housing Set -Aside A great deal of discussion centered around
16 the 1989 State law change relating to a mandated redevelopment agency 20% revenue
17 set-aside for housing. The Commission repeated its November 19 request to staff for
18 advice about the use and applicability parameters of the mandatory 20% housing set -
19 aside as it applies to the Downtown redevelopment area. Staff feels the law is
20 retroactive to 1986.
21 Unreinforced Masonry Buildings The Commission also discussed the possibility of
22 redevelopment agency assistance to the property owners of the unreinforced masonry
23 buildings in the downtown area. It was the sentiment of the Commission that some of
24 the uncommitted funds should be available for this purpose. The Commission
25 suggested the ad hoc Unreinforced Masonry Building should pursue every possible
26 avenue of funding tto.assist in retrofitting the old masonrybuildings.

28 portion of the River Walk project should be included in the budget.
29 Downtown Public Restroom The Commission directed staff to ask the Main Street
30 Organization and the Chamber of Commerce for their suggestions regarding making
31 restroom facilities available to the public. Staff was also asked to research how other
32 cities have addressed the issue and what their experiences have been regarding
33 vandalism and other anti -social behavior. Staff will prepare a response to the
34 Commissions questions.
35 &Vrnriation It was suggested that $75,000 be earmarked for the River Walk,
36 $25,000 for the Unreinforced Masonry Committee, $28,500 for Main Street, and set
37 aside $300,000 for the Unreinforced Masonry Building rehabilitation. There will also
38 be a $40,000 appropriation for "a Health Department mandated analysis of the
39 petrochemical residue in the dirt" where the old Flying gasoline station storage tanks
40 used to be at what is now the A Street Parking Lot. The Commission asked staff to
41 include monies to enclose the stairways at the Keller Street Garage and to do other
42 maintenance work on the facility.
43 The Petaluma Community Project Area budget was not discussed.
44 Chairman Hilligoss will call a meeting of the Council Riverwalk Subcommittee.
