HomeMy WebLinkAboutPCDC Minutes 02/12/1990MINUTES OF THE PETALUMA, COMMUNITY DEVELOPMENTCOMMISSION MONDAY, FEBRUARY 12,1990 ROLL CALL: 7:00 p.m. PRESENT: Commissioners Tencer, Woolsey, Cavanagh, Balshaw, Davis, Vice Chairman Sobel, Chairman Hilligoss MINUTES - The July 17, 1989, minutes were amended as follows: Indicate Cavanagh and Davis were absent Indicate Sobel and Hilligoss are Vice Chairman and Chairman, respectively. Downtown Redevelopment Plan Update - note that the Main Street organization is working on this. RESO.90-1 ADOPT 1989-90 BUDGET After presentation of the budget by Finance Officer David Spilman, the budget resolution was introduced by John Balshaw and seconded by Lynn Woolsey. AYES: Tencer, Woolsey, Cavanagh, Balshaw, Davis, Vice Chairman Sobel, Chairman Hilligoss NOES: None ABSENT: None PIGEON CONTROL REPORT FROM DEPUTY DIRECTOR Deputy Director Gene Beatty showed the Commissioners some metal pigeon deterrents that could be nailed to ledges where the flocks of pigeons congregate. One is a strip with a sticky coating; the other is a strip of metal with rows of nearly perpendicular three to five inch wires. Another suggestion received by the City is application of a foot irritant on the building ledges. The Humane Society has advised that the birds may be trapped if it is determined there is a health hazard. Falconers have advised that using falcons would be a slow process because falcons can eat two pigeons lc the most each ner have offered to trap pigeons ese birds of for f eeuld not and forenter a feetto pigeons' as food hiding forltheir Some falconers birds. Other suggestions are to feed them birth control feed, and applications of chemicals in the roosts. AYES: Tencer, Woolsey, Cavanagh, Balshaw, Davis, Vice Chairman Sobel, Chairman Hilligoss NOES: None ABSENT: None PCDC 2/12/90 1 CENTRAL BUSINESS DISTRICT REDEVELOPMENT PROTECT AREA Suggestions from the Commission include: - Additional parking should be made available for businesses located on Petaluma Blvd. - Develop a process now which involves as many businesses as possible to project desired uses on the vacant parcels and in future vacant parcels somewhat like the General Plan process. - Anticipating the vacation of the automobile dealerships, perhaps a hotel is a possible addition to downtown. If such a business developed, perhaps some of the streets would no longer be needed at that location and the City could sell them to make a bigger parcel of commercial land. - The area discussed was 'B" Street to "D" Street and Petaluma Blvd. to the River - There is a possibility the Pacific Gas and Electric facility may be phased out. Staff will ask PG&E what that time frame is. - Property owners need to be polled and brought into the process, then the Planning Staff can recommend the process to develop a plan for that area. - It was noted the PCDC has no condemnation powers. - There are no "Guidelines" for the downtown; they need to be developed. - Regarding the National Register of historic buildings, there is some interest in seeking registration of the downtown buildings. In relation to that, there is a question as to the impact of National Registration on individual property improvement. - Main Street is working on "Guidelines" for the Downtown area with anticipated completion sometime near mid -year. They will contact the Planning Department regarding their development. GARAGE LIGHTS In order to increase the amount of light for garage users, staff was asked to lower the lamp in one or two recessed light bulb assemblies in the Keller Street Garage to determine whether or not that action would result in significantly more available light.
