HomeMy WebLinkAboutPCDC Minutes 07/17/1989MINUTES OF PCDC MEETING JULY 17,1999 PRESENT: Tencer, Woolsey, Balshaw, Vice Chairman Sobel, Chairman Hilligoss ABSENT: Cavanagh, Davis ROLL: 3:00 p.m. Minutes of June 5, 1989 were corrected approved as corrected. DOWNTOWN SPECIFIC PLAN AND REDEVELOPMENT PLAN UPDATE The Commission discussed the lack of guidelines for the Downtown Redevelopment Plan. Commissioner Balshaw felt that guidelines should be developed so the Planning Commission and SPARC would be able to consider the eventual visual goal for the downtown area. Since Main Street works closely with state architects which the Commission supports, Main Street should advise the Commission of potential changes. Warren Salmons, Planning Director advised the Commission that there are no guidelines in book form and even though the Riverwalk Plan works in some instances, it is not considered a guiding document. Principal Planner Mike Moore commented on some of the parking patterns that the Traffic Engineer and the Traffic Committee have been working onwhich included the removing of spaces in front of Graziano's Restaurant and Goodwill. More consideration is being given to parking on Petaluma Blvd between Western Ave and E. Washington. Jim Schultz of Main Street advised that the Design Committee has received from the Office of Historic Preservation a guidelines booklet for establishing downtown design guidelines along with resources of other communities which have established guidelines. It has as one of its goals to complete a design guidelines booklet for downtown. That could be used as either an advisory document for applicants or it could be adopted as a rule by the various review commissions. It would provide applicants guidelines prior to the design and review by SPARC. Warren Salmons advised that if the Main Street program succeeds in its national registrar eff ort it might be worthwhile looking at the possibility of a local historic designation, then those guidelines could be brought in as official policy in a more formal fashion. There was some discussion on the condemnation powers. Staff would like to explore the various magnitude of amendments to the Redevelopment Area plan before any recommendations are made.
