PETALUMA COMMUNITY DEVELOPMENT COMMISSION
MONDAY, NOVEMBER 30, 1987
ROLL CALL: 3:00 p.m.
PRESENT: Sobel, Balshaw, Cavanagh, Davis, Tencer, Vice Chairman

Minutes: March 9 - approved as submitted; April 13 - approved as submitted;
May 11 - Change Executive Director to read - John L. Scharer; June 1 - at
Roll Call Present - delete Tencer; July 13 - Add a note to the first sentence,
"The Keller Street Garage Ramp project is Assessment District #14 monies and
a portion of the Putnam Plaza and in the vote correct spelling of Commissioner
Cavanagh's name; August 17 - approved as submitted; September 14 - Street
Trees, staff should schedule a December report on proposed locations and
costs; September 28 - approved as submitted.
PRESENTATION OF SIGN PROGRAM
Planning Director, Warren Salmons, showed the proposed sign for Walnut
Park. The basic sign design arched with four "archstones" and the name
"PETALUMA" superimposed on the arch design. Below the arch shape is a
rectangular area for identification of the particular place (i.e., Walnut Park)
or for directional decision information including location names and arrows
indicating to a driver which way to turn to reach those destinations (i.e., to
Historic Downtown, to Municipal Airport et cetera) . There is also a sign that
includes a major street map of the City. The proposed colors are burgundy
and gray.
Executive Director John Scharer advised the Commissioners that the City
Council must approve the funding. The Commissioners asked that the City
Council be advised on the sign wording and proposed locations.
PEDESTRIAN BRIDGE
Staff presented several prefabricated pedestrian bridge designs for the
Commission's consideration. It was the consensus of the Commission that the
prefabricated pedestrian bridge width shall be 10 feet and both access points
should be equipped with a device to close the bridge. The Commission
agreed that the soils tests should be done. Staff will continue to meet with
the property owner of the Golden Eagle Shopping Center to negotiate an
agreement for placement of the bridge. Staff estimated it will take 18 months
from soils test to completion. The prefabricated bridge is estimated to cost
between $200,000 and $300,000.
REGULATION OF THRIFT STORES
Currently there are five thrift stores in the downtown area: Hospice,
Goodwill, Salvation Army, St. Vincent de Paul and a privately operated store.
The Commission directed staff to contact other cities with respect to this
question and to contact the League of California Cities to determine if other
cities regulate this .type of businesses, and if so, what problems have arisen
as a result of such regulation. The Commission also asked that the Main
Street organization be involved in this process.
