HomeMy WebLinkAboutPCDC Minutes 11/28/1987MINUTES OF THE PETALUMA COMMUNITY DEVELOPMENT COMMISSION MONDAY, SEPTEMBER 28, 1987 ROLL: 3:00 p.m. PRESENT: Sobel, Balshaw, Davis, Tencer, Vice Chairman Woolsey, Chairman Hilligoss ABSENT: Cavanagh KLER BUILDING PETALUMA BLVD. NORTH AT WESTERN AVENUE Director of Planning Warren Salmons, brought back to the Commission this item which was discussed during the September 14, 1987, PCDC meeting (Dixie Lot) , and the proposed development that may occur in relationship to the location of the Pedestrian bridge across the river to the Golden Eagle Shopping center. Mr. Salmons has prepared two diagrams, one is the layout of a portion of the Master Plan for the River Walk, overlaying the site on that Master Plan, and showing the relationship of Water Street and the bridge as it is proposed in the Master Plan. Secondly, photographs were taken and superimposed the elevation of the proposed building on the lot to indicate what a view you would have looking from Western toward the River. Commission Members expressed opinions in favor of retaining the lot in an open position and also requesting that the proposed building be set back in line with the old Wells Fargo Bank building on Western Avenue. Another suggestion would be to recommend that the Redevelopment Agency buy the lot and if the City had to condem it to provide it would be so stated. Under the condemnation laws in the State of California there are only certain specific types of projects you can condem land for. Joe Forest feels the City could acquire this lot for some form of road or right-of-way purposes. Or just a widening of Western Avenue would justify the acquisition. It is the Commissions recommendation to increase the setback of the Kler Building from Western Avenue so that it matches the setback of the old Wells Fargo Bank building on Western Avenue to preserve the 'view corridor' based on the General Plan policy. 1 It was at the direction of the Commission to keep the design of the building with that of the turn of the other buildings that line the street, and if in 12 months nothing has been built, then recommend to the City Council to purchase this property. The River Committee will meet October 9, 1987, regarding the Pedestrian bridge. After that it will be brought back to PCDC. The meeting was adjourned ATTEST: cording Secretary Patricia E.
