RESOLUTION APPROVING PLANS & SPECIFICATIONS &
AUTHORIZING SOLICITATION OF BIDS FOR PUTNAM PLAZA
Gene Beatty advised the Commission that there are two local architects,
Linda Kade of Studio Z and Dick Lieb of Lieb-Quaresma AIA & Associates
who are modifying some of the initial phases of the River Walk plans for
Putnam Plaza. Mr. Beatty feels that at the present time we are ready to
go to bid. These two firms have stayed within budget and have met the
direction of trying to reduce the cost yet maintain the theme and flair of
the project.
Linda Kade presented her plan which is the proposed ramp and alley
improvements adjacent to the NE side of the Keller Street garage. Leroy
Bean, Claudia Cleaver, Jeff Morse, Colleen Mahoney and Lawrence
Longenbaugh have all volunteered their time and energy to work with
Johnson & Gutherie's original design of the Plaza in such a way to cut
back on some of the expenses. Some of these changes were eliminating a
cross walk on Keller Street, providing handicap accessibility and
aesthetically pleasing landscaping in the area between Tuttle Drugs and
the Keller Street garage. Essentially the configuration has changed very
little from the Johnson/Guthrie plan, but a major cost savings was done
by extending the length of the area that was considered to be a ramp.
Per uniform building code requirements, a ramp is anything that is a 15
foot run and 1 foot rise or more. We were able to get the run to rise
ratio of the ramp just below what was considered a ramp by the code
enabling us to eliminate all of the hand rails which saved a considerable
amount of money. The landscaping originally was considered to be a
series of terraced areas that were held back by retaining walls which are
very expensive hunks of concrete. We took those retaining walls and
where ever possible made them into curbs with sloping landscaping.
This again is saving thousands of dollars.

Resolution 87- 6 approving the plans and specifications and authorizing
solicitation of bids for the River Walk project including Putnam Plaza was
introduced by Brian Sobel, seconded by Lynn Woolsey.
