MONDAY, MAY 11, 1987
ROLL CALL: 3:00 P.M.

Minutes The minutes of March 9, 1987 and April 13, 1987 were approved as
submitted.

APPOINTING OFFICERS
Reso. 87-4 was introduced by Brian Sobel and seconded by Lynn Woolsey
to appoint the following officers.

* This is the new Finance Director for the City of Petaluma.

DOWNTOWN PARKING
Deputy Director Gene Beatty, presented the report of the usage of the
Keller Street Garage and the A Street Parking Lot. Staffs
recommendations regarding Permit Parking are that five (5) spaces be
created in the public portion of the A Street Lot and twenty (20) spaces
be created on the second floor of the Keller Street Garage for Permit
Parking. Their recommended monthly parking space permit fee was
$20.00 a month for the A Street Lot and $25.00 a month for the Keller
Street Garage. The permit fee will be collected quarterly.
The recommendation on time zones is that they not be changed.
It was moved by Brian Sobel and seconded by Lynn Woolsey that we
institute Permit Parking in the A Street Lot and the Keller Street Garage
in accordance with staff's recommendations.

The usage of these facilities will also be reviewed regularly and reported
quarterly to the Commission.
The vote on instituting Permit Parking was as follows.
AYES: Davis, Sobel, Woolsey, Balshaw, Vice Chairman Tencer,
Chairman Hilligoss
ABSENT: Cavanagh
Regarding the rates to be charged for the permit parking was moved by
Commissioner Sobel and seconded by Commissioner Balshaw to charge
$20.00 a month per space at the A Street Lot and $25.00 a month per
space in the Keller Street Garage for Permit Parking.

NOES: Davis, Vice Chairman Tencer

The Commission asked staff to determine that at anytime all the parking
spaces in either of those two parking facilities is full 3 days in a row,
the Parking Officers should immediately notify the Executive Director
through the Police Chief. The designated spaces will be identified as
Permit Parking only, and stickers will be issued to those persons paying
for permits. The Commission also asked staff for a report on the cost of
maintenance of both the A Street Parking Lot and the Keller Street
Garage parking facilities.
PEDESTRIAN BRIDGE - PETALUMA RIVER
Staff is estimating the bridge to be 20 feet wide including railing and
light fixture standards. It is staffs understanding that the Army Corp
of Engineers would support placement of a single span for pedestrian
crossing of the river at the foot of Water Street. Until basic design has
been developed they cannot be certain what the outcome of the Army
Corp of Engineers review would be. After considerable discussion the
Deputy Director said staff will obtain 2 or 3 options for Commission
consideration for Pedestrian Bridge Crossings. Staff will also obtain
rough cost estimates for a basic type of bridge structure and report
back to the Commission as soon as that information has been developed.
PEDESTRIAN CROSSWALK - PETALUMA BLVD. NO.
Staff requested Commission consideration of moving the Pedestrian
Crosswalk on Petaluma Blvd No., southerly towards Western Avenue on
the most southerly portion of the proposed Putnam Park so that it would
more closely match the Johnson Guthrie River Walk design, so that
design considerations can be done in a timely manner as Putnam Park is
being planned by a local architectural firm. And so that the electrical
conduits and related underground installations can be planned for
construction with Putnam Park.

Moved by Commissioner Woolsey, seconded by Commissioner Balshaw to
direct staff to have plans drawn for the boxes and conduits for the
pedestrian activated traffic signal at the crosswalk at Putnam Park so
that it can be incorporated in the Putnam Plaza design. This design for
the future traffic signal is meant for the westerly side of Petaluma Blvd.
