MEETING - MAY 6, 1985

Accepting Bond Bid from Merrill Lynch
Reso. 85-2 Accepting Bond Bid from Merrill Lynch who bid a net interest
cost of 9.42% (interest rate of 9.3% and 3% discount) for Tax Allocation
Bonds, Series A, for the Central Business District Redevelopment Project.
Introduced by Jack Cavanagh, Jr., seconded by Michael Davis.

A Street Parking Lot expansion - Design discussion
Palm tree - the following vote was taken on the subject of removing or
keeping the palm tree:
Remove - Cavanagh, Bond, Mattel
Keep - Balshaw, Davis
Absent - Woolsey
No preference - Tencer
The Commission requested that the landscaping plans be supplemented with
the common names of the proposed plants.
After a discussion of diagonal parking, the Commission asked staff to work
up a diagonal parking plan for the A Street lot and submit that with
information about the number of parking spaces that may be lost as a
result.

One way traffic direction within the A Street lot was also discussed by the
Commission. The parking diagram was rescheduled for May 20.
Bus Stop
The s discussion about a bus shelter at the A Street lot site. It was
suggested that the °old iron bus stop*" be considered for this purpose.
* - in recent years it was the Bundesen seed store located at 9 Fourth
Street
Downtown Circulation and Parking Update
The Commission asked for a status report on the cost of reinforcing the
common wall between Old Capin. Sims (120 Petaluma Blvd. North) and Uncle
Ed's Toy Circus (114 Petaluma Blvd. North) as well as the selling price for
the 'Dixie flower stand' lot at the southerly end of the block at Western
Avenue.

The owner of property at 134 Petaluma Blvd.
North express concern about
the possibility of not continuing the Golden Concourse from Petaluma Blvd.
to the river, especially if the City plans to emphasize the Petaluma River.
Surveys
Martin Gavrilof handed the Commission a petition signed by persons
representing 37 businesses. The petition wording is, "We, the
undersigned, are downtown Petaluma property and/or business the building
ners who
wish to go on record as being strongly in support of removing
on Petaluma Boulevard generally known as the Gervasoni property in
order
to (1) provide parking, (2) open the vista to the river, and (3) extending
the Golden Concourse design element to the Petaluma River. At the same
time, we do not support the proposal to tear out existing
eliminating sidewalks
f the
city parking lot on Petaluma Boulevard, nor do we consider
parking spaces at the Boulevard/ Western lot in order to provide 14 parking
places a sensible alternative."

132, 201 Keller Street; 33 Washington Street; and business corner Western
and Kentucky.
Razing Costs
The cost of razing the Gervasoni building was questioned.
Parking in the hill areas
Jim Bettinelli of Tuttles Drug Store suggested looking into diagonal parking
in the hill areas of Kentucky, Liberty, and Keller Streets.
Report back May 20
The various drawings on alternative circulation patterns have been
circulated to the merchants in the last week. In order for the merchants to
have an opportunity to review them, the subject was continued to May 20.
Also scheduled for that meeting was more cost information on shoring the
wall of Uncle Ed's Toy Circus, cost of razing Old Cap'n. Sims, A Street
diagonal parking scheme and stall count, the amount and sources of funds
for the foregoing proposals.
The meeting was adjourned to May 20.
