PETALUMA COMMUNITY DEVELOPMENT COMMISSION
MEETING - APRIL 22, 1985
Roll: 3:00 p.m.
Present: Commissioners Balshaw, Cavanagh, Davis, Woolsey, Tencer,
Chairman Mattel
Absent: Vice Chairman Bond
Downtown Traffic Circulation
City Engineer Hargis reviewed the two diagrams presented to the
Commission. These showed possible one-way traffic patterns and related
parallel and diagonal parking schemes for Kentucky Street, Keller Street,
Washington Street area. Bill Gabbert, President of the Downtown Merchants
Association, spoke regarding their proposal that the Commission consider
among other things: (1) Arrange for as much diagonal parking as possible
in the downtown core area; (2) Revoke the A Street parking lot parking
permits and allow no reserved parking downtown; and (3) Limit contractors'
permits to the number of spaces available on Keller Street between Western
and Washington, west side only; and further that these stipulations should
apply throughout the term of construction, in order to insure that their
customers may have first access to the remaining available parking spaces
during the construction of the Keller Street Garage.
Martin Gavrilof and Don Bennett also spoke to the Council.
There was discussion about the estimated cost ($60,000) to shore the
common northerly wall on the building (114 Petaluma Blvd. North - Uncle
Ed's Toy Circus) immediately south of the building (120 Petaluma Blvd.
North) about which there has been some discussion of razing.
Other possible parking lot sites were discussed: the mid -block lot (old
American Hotel site) adjacent to the 'Golden Concourse'; and, the 'Dixie
Flower Stand' lot located at the intersection of Petaluma Blvd. North and
Western Avenue.

AB -103 Committee recommendations - Goals and Priorities for
Downtown Planning
The following report was presented by Don Bennett:
"The AB -103 Committee met three times, with representation of the
Downtown Merchants Association present in an advisory capacity, to
determine those priorities deemed most important. Recommendations are
divided into three categories - Central District Planning, Parking, and
Traffic. These recommendations are:
Central District Planning
Three projects are strongly recommended as top priorities for downtown:
* Develop a waterway master plan
* Downtown beautification, signs, landscaping, et cetera
* Restrict street level building space on Kentucky and the Boulevard
to retail only
Secondary priorities recommended are:
* Develop Water Street, including retail facing this street, and
landscaping, promenades, etcetera
* Erect footbridge over river to Golden Eagle Center
* Rename Petaluma Boulevard to Main Street. Rename Golden Concourse
* Golden Concourse, between Perry's and World of Words:
Option #1 - landscape a 20 -foot walkway, retaining empty lot for
potential commercial development
Option #2 - if commercial development does not seem to be viable,
develop empty lot as a shoppers' park
Not listed as high priorities, but still recommended by the committee:
* Remove railroad from Water Street
* Design for higher residential density at city core, particularly east
of the river
* Improve Telephone and American Alleys
Parking
Top priorities (virtually unanimous)
* Remove building next to parking lot on Boulevard (Gervasoni Blvd.)
for additional parking, to open view to river, and as an integral
landscaping design element
* Advertise and promote the new garage

Secondary priorities are:
* Limit parking of construction workers in Keller Street area
* Develop an interim parking plan during construction period
* 2 -hour parking downtown after garage is completed
* Develop plan for free employee parking in new garage
* Include Crocker Bank lot in A Street parking plan, with landscaped
walkway between Kentucky and Keller
Traffic
The top priorities are:
* Develop a comprehensive city circulation plan
* Diagonal parking, one way traffic on Kentucky during construction
period
* Take measures to slow traffic on Petaluma Blvd.
* Complete the Rainier Avenue overpass
Secondary priorities are:
* Diagonal parking, one-way traffic on Keller, during construction
* Reroute through traffic (Boulevard) down Lakeville to D Street
* Diagonal parking of Petaluma Blvd., two-lane traffic, short term
* Mountain View crossing of river
A lower priority was assigned to:
* Diagonal parking, long-term, on Kentucky, Keller, and the
Boulevard"
Amplifications of the above made during Mr. Bennett's presentation on
behalf of the AB -103 Committee were:
- Beautification of the Golden Concourse from the Keller Street Garage
to the River
- Higher density residential with parking on the first floor was
suggested for the 'Friedman' lot across from the Golden Eagle Shopping
Center
- Consider free employee parking on the top level of the garage in
order to get as many of the employer and employee vehicles off the
street as possible
- Traffic from Bodega be could be routed through Denman Flats rather
than through downtown

Dick Lieb, noted the AB -103 Committee recommendation has always been to
take the 'Golden Concourse' pedestrian walkway through to Water Street and
even across the water by footbridge to the Golden Eagle Shopping Center
land. Martin Gavrilof also noted the downtown merchants have been of the
understanding that the 'Golden Concourse' will continue onto the river
mid -block On Petaluma Blvd. North (between Washington and Western
Streets). Mr. Lieb showed an artist's rendering of the existing mid -block
parking lot with landscaping and the extension of the 'Golden Concourse'.
Staff was directed to obtain appraisal on the 'Dixie lot', investigate the
"Love" proposal, and to look at the mid -block lot sidewalk.
A Street lot improvements
It was reported the construction is scheduled for July.
Concourse/ Turning Basin proposals
Messrs. Ed Love and Leroy Bean have volunteered their services in
connection with the proposed improvements. It was the consensus the
Council would review the proposals after they have been pared down to
nine in number. The Committee make-up is as follows:

Discussion of the AB -103 Committee goals were scheduled for discussion at
the May 6 PCDC meeting. The AB -103 Committee was congratulated for
their productivity and thanked for their enthusiasm. Jeff Harriman of the
Historical Restoration Company also commended the Committee on the job
they have done.
