February 13, 1984

Resolution 84-1
1983-84 Budget
There was a question regarding distribution of salary costs. A portion of
Program Administrator Bill Liebel's salary is represented by this item.
The Commission asked staff to provide revenue information for the Mahoney
parking lot located on Petaluma Blvd. North directly across from Hill Plaza
Park. Resolution 84-1 approving the 1983-84 fiscal year budget was
introduced by Councilman Bond and seconded by Councilman Perry:

Authorizing Signatures to Checks, Warrants, Other Instruments
Resolution 84-4 authorizing signatures to checks, warrants and other
instruments. Introduced by Vice Chairman Harberson, seconded by
Commissioner Perry:

Report on Parking
Executive Director John Scharer reviewed the parking improvement actions
since 1955, when the Keller/Western parcel was purchased for a municipal
parking lot. Martin Gavrilof, Chairman of the Downtown Parking and
Business Improvement Committee, noted their committee has been meeting
regularly and urged the Commission to proceed with the proposal to
establish a benefit assessment district at the earliest time.
The Commission discussed the proposal which shows an assessment district
boundary on the east of Petaluma Blvd., boundary on the North of
Washington Street, boundary on the west of Liberty Street, and on the
south a boundary of the first two lots of each block southerly from Western
Avenue.
Comments included the following:
- A fourth benefit area could be added which might include areas on the
northerly side of Washington Street and on the easterly side of Petaluma
Blvd.
- The employers and employees in the downtown area need an area to park
and should use parking sites that are not on the downtown streets.
- A provision could be made for those businesses which already provide
parking whether it be inside the proposed benefit area or outside of the
proposed benefit area.
- The business district should have consistent business hours and
uniformity in the special shopping day events.
- The parking enforcement staff may need to be augmented.
- The parking meters could be removed but the time restriction should
remain.
- The Golden Concourse could be improved, the light balls could be
changed and it could be renamed something that might be more fitting to
the City.
- There could be a contest for naming the pathway, or for a design theme,
to bring the community into the planning process.
- The price of parking tickets could be revaluated and perhaps increased.
- The signing downtown could be improved so that residents as well as
visitors could be directed more readily.

PARKING METERS
The Commission considered a suggestion to remove the parking meters
downtown on a trial basis for a period somewhere between ninety days and
six months. If the meters were removed, it was agreed there would have
to be a very high level of enforcement of the parking time limits. Some felt
the loss of parking meter revenue would be more than offset by an increase
in sales tax resulting from an improvement in downtown merchants' sales
revenues. An increase in the fine schedule for repeat violators of parking
time zones.
It was the Commission's consensus that this be referred to the Downtown
Parking and Business Improvement Area Committee; the Downtown
Merchants' Committee; and the Chamber of Commerce with a request for
feedback by the first of March. This was also scheduled for a March City
Council meeting.
