HomeMy WebLinkAboutResolution 00-187Q N.C.S. 10/16/2000 Resolution No. 00-1 ~7 N.C.S. of the City of Petaluma, California RESOLUTION AMENDING THE CLASSIFICATION PLAN AND ESTABLISRING THE POSITION CLASSIFICATION PAIZRS AND LANDSCAPE MANAGER DESIGNATED TO UNIT 9 (MID-MANAGEMENT) BE IT RESOLVED that the Classification Plan and Compensation Plan, as originally adopted pursuant to Resolution No. 90-209 N.C.S., and the classification titles and specifications as adopted by Resolution No. 90-147 N.C.S., are hereby amended by establishing the classification of Parks and Landscape Manager (as attached hereto and marked Exhibit "A" and made a part hereof). BE IT FURTRER RESOLVED that this action is taken pursuant to Personnel Code 2.04.020 and Personnel Rules .and Regulations (Rule IV, Section 5) for classifications included in the Competitive Service of the Personnel System, that the notice of this action has been properly posted and that the City Manager recommends this action. NOW THEREFORE, BE IT RESOLVED that the Resolution No. 90-147 N.C.S., as amended, is hereby amended to include the classification of Parks and Landscape Manager and assigning this classification to Unit 9(Mid-Management), with a salary range of $5630 - $5911 - $6207 - $6517 - $6843 per month, effective July 10, 2000. Under the power and authority conferred upon this Council by the Charter of said City. DEFIlvITION Under administrative direction, 'as the City's arborist,'managesail functions, Staff and activities required to implement the City's andscape and grounds maintenance programs for parks, recreational areas, City landscaped areas, and medians, and has management responsibility for Landscape Assessment Districts. ESSENTIAL DUTIES AND RESPONSIBILITIES Implementation of goals, .objectives, procedures, and work standards for division; Program design; Short and long term planning; Equipment and supplies acquisition; Citizen contact to include phone contact and meetings; Small projects including planning, design, specifications, implementation, supervision and inspection; • CIP projects ncludingplanning, design, specifications, implementation, supervision and inspection; Management .and supervision of short and long term maintenance and construction contracts; Budget preparation,. management and authorization of payment.to vendors; Working with other government agencies in related matters, Working: with-:Park Commission :and City committees, attending meetings and working with individual` commission and committee members on projects:; Plan check and design-review; Construction supervision and inspection; LAD formation; Contact and meetings with subdivision developers; Performs as the City Arborist in concerning the Tree Removal Permit process and City Sidewalk Replacement program;. . ' SUPERVISORY RESPONSIBILITIES Manages subordinate employees in the Park Division. Is responsible for the overall direction, coordination, and evaluation of all Park Di~•ision employees. Carnes out supervisory responsibilities in accordance with the organization's policies and applicable-laws. Responsibilities include interviewing and training employees; planning, assigning, and directing work;. appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems in a professional manner. Provides supervision and direction for all contactors and consultants from project beginning to end. Ability to write reports, business correspondence, and procedure manuals. Advanced skills are desirable: REASONING ABILITY Ability to solve practical problems and deal with a variety of concrete variables. in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. CERT-I-FICATES, LICENSES, REGISTRATIONS Must possess a valid California dri er's license; Class C, and have a satisfactory driving record. Must possess International Society of Arborculture (ISA) Arborist Certification. Must possess a State of CalifornaPest Control Advisors License (PCA). PHYSICAL DEMANDS: .
