r' `78 MEETING OF CITIZENS' ADVISORY COMMITTEE
COMMUNITY DEVELOPMENT BLOCK GRANT PREAPPLICATION

The meeting was opened by Fred Tarr, of the City.staff who introduced himself
and asked the Committee members to introduce themselves. Attending were:
Mary Runge, John Maderious, JoAnne Ellwood, Irene Sasso, Joseph Rapoport, and
Herb Bauck.
Mr. Tarr reviewed a tentative schedule of Committee meetings and City Council
hearings and stated that the grant preapplication deadline to HUD is May15,
1978.
Mr. Tarr explained that the Citizens' Committee would be responsible for prepar-
ing a priority list of various programs which would be forwarded to the City
Council with a request that the programs be included on the preapplication.
Mr. Tarr informed the Committee that the City of Petaluma had been applying
for HCD Block Grant funds since 1975 and had received grant funds for the
following programs: sidewalk ramps, senior citizen housing land acquisition,
sidewalk repair, housing rehabilitation, fire hydrant installation and roadway
pavement overlay. Mrs. Sasso asked which programs had actually been imple-
mented and Mr. Tarr explained that the sidewalk ramps and sidewalk repair
programs had been completed and that the City was about to request HUD for the
housing rehabilitation loans money and the fire hydrant installation money.
It was also explained that the money for the senior citizen housing land
acquisition hadn't been used because the amount of $53,000 was not adequate to
purchase a suitable site. it was suggested that the City request additional
funds which could be combined with the $53,000 to purchase a senior citizens
housing site.
Mrs. Sasso asked how much money was available for Sonoma County this year
under the HCD funds. It was explained that HUD had not set limits by county
this year but that there was approximately $6.8 million available for non -
metropolitan communities within the San Francisco HUD office region. Mr. Tarr
went on to explain that each applicant could apply for a total of $450,000 in
the comprehensive program category or $250,000 in the single -purpose program
category. It is anticipated that the City will apply for funds under the
single purpose grant program. The single purpose program will provide funds
for one or more projects consisting of an activity or a set of activities
designed to meet a specific community''development need. Funds will be made
available to address serious problems with housing needs or economic condi-
tions which principally affect persons of low- and moderate -income or public
facilities which affect the public health and safety.
Mr. Tarr briefly reviewed HUD's eligibility criteria and explained that the
Committee should attempt to consider the needs of Petaluma's low- and moderate -
income families when proposing priority programs to the City Council.
The Committee discussed possibilities for the 1978 application.
1) It was suggested that additional funds be sought to- be used for the
acquisition of land for a senior citizens' housing complex. The
1978 funds could be combined with the $53,000 which was approved
previously for the same reason. Once a site was purchased by the
City, developers would be sought for the purpose of constructing the
housing.
2) It was suggested that some assistance be provided the Petaluma
People Services Center either for money for leasing facilities or
money for a senior citizens center.
3) Mrs. Runge mentioned that a portion of the funds be used to purchase
and install smoke detectors in homes that are occupied by senior
citizens.
4) Mr. Bauck asked that the Committee explore the possibility of using
HCD funds to purchase and rennovate the Hillcrest Hospital for a
senior citizens' congregate housing, day services center and health
care facility.
5) It was also mentioned that a portion of the funds be used for addi-
tional housing rehabilitation and for public street improvements
within the three target areas.
6) Mrs. Runge suggested that a portion of the funds be used to convert
the City owned home on South McDowell Blvd. into senior citizen
- housing.
Mr. Tarr stated that he would contact the HUD representative for the Sonoma
County area to help determine which of these proposed projects would meet the
eligibility requirements for the 1978 HCD Block Grant.
Mr. Rapoport asked if additional members could still be appointed to the Com-
mittee and Mr. Tarr responded that they could but that the City Council would
have to Dass another resolution. Mr. Rapoport suggested that Mr. Warren
Hopper of 1441 East Madison Street be appointed. Marilyn Hoff of 1708 East
Madison Street also asked if she could be appointed.
Mr. Tarr asked that the Committee members also think about possible locations
for a senior citizen housing.complex. '
The next Citizens' Committee meeting will be on April 21, 1978, at 3:00 p.m.
in the City Council Conference Room.
