HomeMy WebLinkAboutPCDC Minutes 11/14/1977REGULAR MEETING ROLL CALL MINUTES OF MEETING OF PETALUMA COMMUNITY DEVELOPMENT COMMISSION NOVEMBER 14, 1977 The Regular Meeting of the Petaluma Community Development Commission was called to order by Chairman Helen Putnam at the hour of 4:00 p.m. Present: Commissioners Balshaw, Bond, Cavanagh, Hilligoss, Perry, and Chairman Putnam Absent: Commissioner Harberson APPROVAL OF The Minutes of October 11, 1977, were approved as mailed. MINUTES PROJECT AREA Mr. Richard Lieb, Chairman of the Project Area Committee, COMMITTEE REPORT reported at the last meeting of the Committee the main topic of discussion was funding for the completion of the Golden Concourse from American Alley to Petaluma Blvd. North. The Committee questioned whether there would be any funds available for this project. The approximate amount needed is $15,000. Mr. Lieb stated the other area of concern of the Committee was design standards of the central area of downtown. If design standards are going to be estab- lished, the Committee.would like to have the opportunity to contribute ideas. Mr. Lieb stated it was the consensus of the Committee that standards for the downtown area should.not be all one style but should be varied. The group is interested in preserving the good from the past, but also to integrate new design standards. Mr. Lieb also stated the group would like to solicit more members who are actively involved .in the downtown area. There was some discussion on the Project Area Committee's request for funds for the Golden Concourse.* Mr. Lieb indicated it was the feeling of the Committee the matter should be considered by the Commission. The Project Area -Committee is interested in getting something done in the downtown area which would be visible to the publico Discussion.then led to the progress on the parking in the downtown area, and Commissioner Cavanagh asked what the status was on the demolition of the Gulf Oil Station. Mr. Scharer advised as soon as escrow closes, the City would salvage everything possible from the Station which would be usable. Two people have contacted him who are interested in buying the building and moving it. The City will also determine whether it would be worth salvaging to use at the City's Corporation Yard. Commissioner Cavanagh then stated he would like to go on record as being in.favor of multiple decking of the Keller Street Parking Lot. Commissioner Cavanagh stated it may be possible to have it done. It was his understanding that a city in the East Bay hes constructed such a structure which provides 225 parking spaces at a cost of approximately $800,000. Chairman Putnam indicated she felt it was the concurrence of the Commission that the. Keller Street Parking Lot should have a second.deck, and this had been previously discussed by the Commission. Commissioner Perry stated he would also like to see more parking in the downtown area, mainly in the "A" Street Parking Lot. The parcels of land which are available in the area will probably increase in price if not purchased within a reasonable length of time. Finance Director.John Scharer indicated he felt the walking tour the Commission and Council would take later in the day would point out the alternate spots in the downtown area for parking. Double -decking of the Keller Street Lot had been.discussed. The Commission has not, however, allocated any resources to employ an engineering firm, financial consultants, etc. It also would take staff time. Commissioner Cavanagh indicated he felt the project in the East Bay city would be worth having the staff go and look at and determine how arrangements.were made for the construction. Mr. Scharer indicated he was aware of the location and the structure. Commissioner Hilligoss..asked Mr. Lieb when he anticipated the building next to the -Golden -Concourse would be constructed. Mr. Lieb stated there are a couple of people interested in the site; however, he could not say for cer- tain when the building would be constructed. It may be two years or a year away. The construction would depend upon when the owner could get some good leases for the building. Community Development and Services Director Frank Gray indicated at a recent meeting, Ed Hansen advised there .could be an owner's participation agreement if the Community Development Commission went ahead with the Golden Concourse. Discussion then returned.to the double -decking of the Keller Street Parking Lot. City Engineer David Young indicated he did not have the exact figures with.him, but the double -decking would provide parking for 90 to 100 vehicles. It would be possible to double deck over Keller Street. There would be some adverse.impacts, however, with regard to the light on Keller Street; but some of the faultscould be -overcome. Commissioner Cavanagh commented he felt Petaluma is the only city of its size that doesn't have some sort of double - deck parking. Executive Director Robert Meyer asked whether it was the direction of the Commission for the staff to find alternate ways -of double - deck parking...outside of the normal structures. If this is the direction, the staff will look into the matter and bring it back to the Commission. Chairman Putnam indicated it would probably be wise for the staff to not only visit one city but several cities to find out what kind of structures they have, what the maintenance costs are, the construction costs, and the revenue from the project.
