velopment Commission and the Petaluma City Council was
called to order by Helen Putnam, acting as Chairman of
- the Commission and, Mayor of the City of Petaluma at the
hour -of 7:30.p.m.'
To conduct a joint public hearing to consider and act
upon the Redevelopment Plan for the Petaluma Central
Business District Redevelopment Project and the Final
Environmental::Impact Report on the Redevelopment Plan.
PLEDGE OF ALLEGIANCE: Mayor Putnam led the audience and members of the
Council in the Pledge of Allegiance to the Flag.
ROLL CALL OF COUNCIL: Present: Councilmen Brunner, Cavanagh, Harberson,
Hilligosss Mattei, Perry and Mayor Putnam.
Absent: None.

APPROVAL OF MINUTES: The minutesof the Petaluma Community Development Com-
mission of June 7, 1976, were approved.after the Clerk
had been advised. of a clerical error to be corrected.

JOINT PUBLIC HEARING: Proceedings of the entire meeting, including the public
REDEVELOPMENT PLAN; hearing, were recorded by a certified shorthand reporter
FINAL ENVIRONMENTAL and are a part -of -the official.,records of the City
IMPACT REPORT Clerk of the Petaluma City.Council and the Recording
Secretary of the Petaluma Community Development Commission.
Prior to the testimony to be given at the Public Hearing, the Court Reporter
asked all members of the -staff of.the Community Development Commission, the City
of Petaluma, and of the -Consultants involved in the preparation of any part of
the Redevelopment Plan or the Environmental Impact Report, as well, as citizens
who desired to give testimony in favor of or opposed to any portion of the
proceeding to stand and be sworn.
General Counsel Matthew Hudson recited the eight findings to be made by the
Commission and the City Council, as contained in Section 33367 of the Health and
Safety Code, after all testimony for and against the Redevelopment Plan and the
Environmental Impact Report was heard.
Project Manager, Ms. Janie Warman, presented.Exhibits "A" through "L" to the
Court Reporter, who, in turn, gave them to the Recording Secretary to be made a
part of the official records.

After hearing all the testimony for and against the Redevelopment Plan, Chair-
man Putnam permitted the following persons to make rebuttals:

indicated he would withdraw his opposition and favor the project.)

CITY COUNCIL'S
CONSIDERATION OF
TESTIMONY:
REDEVELOPMENT PLAN
PCDC Resolution No. 17 of the Petaluma Community
Development Commission certifying the completion of a
Final Environmental Impact Report for the Petaluma
Central Business District Redevelopment Project was
introduced by Commissioner Harberson, seconded by Com-
missioner Hilligoss and adopted by four affirmative
votes and three abstentions.
Special Counsel Joseph Coomes advised the State law
required, before proceeding to act on the Plan, the
City Council shall pass upon written and oral objec-
tions. The recommended procedure, if it is the intent
to act upon the Plan, would be to overrule written and
oral objections to the Redevelopment Plan.
A motion was made by Councilman Harberson, seconded by Councilman Hilligoss to
overrule the written and oral objections to the Redevelopment Plan. Motion
carried unanimously.

Ordinance No. 1221 N.C.S., approving and adopting the
Redevelopment Plan for the Petaluma Central Business
District Redevelopment Project was introduced by Council-
man Harberson, seconded by Councilman Hilligoss and
ordered published by four affirmative votes and three
absentions.
