RESOLUTION AMENDING THE CLASSIFICATION PLAN
AND ESTABLISHING THE POSITION CLASSIFICATION
GEOGRAPHIC INFORMATION SYSTEMS MANAGER
DESIGNATED TO UNIT 9 (MID-MANAGEMENT)
BE IT RESOLVED that the Classification Plan and Compensation Plan, as
originally adopted pursuant to Resolution No. 90-209 N.C.S., and the classification titles and
specifications as adopted by Resolution No. 90-147 N.C.S., are hereby amended by establishing
the classification of Geographical Information Systems Manager (as attached hereto and marked
Exhibit "A" and made a part hereof).
BE IT FURTHER RESOLVED that this action is taken pursuant to Personnel
Code 2.04.020 and Personnel Rules and Regulations (Rule IV, Section 5) for classifications
included in the Competitive Service of the Personnel System, that the notice of this action has
been properly posted and that the City Manager recommends this action.
NOW THEREFORE, BE IT RESOLVED that the Resolution No. 90-147
N.C.S., as amended, is hereby amended to include the classification of Geographic Information
Systems Manager and assigning this classification to Unit 9 (Mid-Management), with a salary
range of $5,476 - $5,750 - $6,038 - $6,340 - $6,657 per month effective July 10, 2000.
Under the power and authority conferred upon this Council by the Charter of said City.

Job Title: Geographic Information Systems Manager -

Reports To: Director of the General Plan Administration
FLSA: Exempt
SUMMARY
Under direction of the Director of the General Plan Administration, the GIS NLanaQer is
responsible for the administrative and functional work involved in planning, super~-ising,
coordinating and reviewing., the City's enterprise geographic information system (GIS).
ESSENTIAL DUTIES AND RESPOI~?SIBII:ITIES include the following. Other duties
maybe assigned.
' Phan, develop, iritegrafe, irriplernent, operate, and troubleshoot new software within the
GIS environment.
Establish and maintain open channels of comrnunieation bet`veen the GIS division and
other City divisions, departments and outside vendors.
Develop policy and procedural recommendations regarding implementation and
maintenance of the GIS system.
Compile and maintain manuals of procedures, programs and data.
Coordinate special projects, including consultant contracts, infra-,departmental programs,
and various field operations, as necessary.
Direct and' oversee strategic planning related to the. GIS• system for the City.
Develop, implement, and administer goals, objectives, policies and procedures necessary
to the operation• of a mature Enterprise GIS System; which meets the goals and. objectives
` of all City departments, the City Manager and the City Council.
Design and direct the implementation of new procedures and programs related to GIS,
which improve operating effectiveness and efficiency. •
Supervise subordinate GIS personnel.
May be required to prepare written reports and/or letters, contracts, Requests. For
Qualification's, apply for and administer grants, and/or make presentations to boards,
commissions, outside .agencies and otherwise represent and promote the City of Petaluma
~ GIS system.
Prepare Division Budget and manage expenditures.
SUPERVISORY RESPONSIBILITIES
.Manages employees in the GIS Division. Is responsible for the overall direction, •
coordination, and evaluation ofaliis unit. Carnes out supervisory responsibilities in
accordance- with the organization's policies and applicable laws. Responsibilities include
• interviewing, recommending for hire,, and training employees; planning, assigning, and
directioj work; appraising performance; rewarding. and disciplining employees;
addressing complaints grid resolving problems.. Provides staff supervision to employees
engaged in GIS activities in other operating departments.
QUALIFICATIQNS
. To perform this job successfully, an individual must be able to ,perform, each essential

EDUCATION and/or EXPERIENCE
$achelor's degree (B. A.) (Master's Degree (v1. A.) preferred) from four-year accredited
college or university in planning, geography, public. administration, business
administration orrelated field. A minimum of years of increasingly responsible
experience in the field of GIS is required or five to sis years related experience and/'or
training; or equivalent combination of education and experience.
.Knowledge of GIS software, :including ESRI .Arc suite of products, and GIS
programming .languages ineluding.wenue, C, Visual Basic, Arc. Macro Language,
Oracle and SQL Server or their current equivalent as identified.
LANGUAGE SKILLS
Ability to read,. analyze, and: interpret common scientific and technical journals, financial
reports, and legal documents: Abidityto respond to common inquiries or complaints from
customers,. regulatory agencies, or members of the business community. Ability to write
speeches and articles for publication that conform to prescribed style and format. Ability
to effectively present information to top management; public groups, and/or City Council.
1VIATHElV1ATICAL SKILLS
Ability to work with mathematical concepts such as probability and statistical inference,
and. fundamentals of plane -and. solid geometry and trigonometry. Ability to apply
concepts such as fractions, percentages, ratios, and proportions to practical situations.
REASONING ABILITY
' Ability to define problems, collect data, establish facts, and' draw valid conclusions.
Ability tg interpret an extensive variety of technical instructions in mathematical or
dia~ain form and deal with several abstract and concrete variables.
