RESOLUTION AMENDING THE CLASSIFICATION PLAN
AND ESTABLISHING THE POSITION CLASSIFICATION
HUIVIAN RESOURCES ANALYST
DESIGNATED TO UNIT 1 (CONFIDENTIAL)
BE IT RESOLVED that the Classification Plan and Compensation Plan, as
originally adopted pursuant to Resolution No. 90-209 N.C.S., and the classification titles and
specifications as adopted by Resolution No. 90-147 N.C.S., are hereby amended by establishing
the classification of Human Resources Analyst (as attached hereto and marked Exhibit "A" and
made a part hereof).
BE IT FURTHER RESOLVED that this action is taken pursuant to Personnel
Code 2.04.020 and Personnel Rules and Regulations (Rule IV, Section 5) for classifications
included in the Competitive Service of the Personnel System, that the notice of this action has
been properly posted and that the City Manager recommends this action.
NOW THEREFORE, BE IT RESOLVED that the Resolution No. 90-147
N.C.S., as amended, is hereby amended to include the classification of Human Resources Analyst
and assigning this classification to Unit 1 (Confidential), effective July 10, 2000, with a salary
range of $3935 - $4132 -.$4339 - $4556 - $4784 per month.
Under the power and authority conferred upon this Council by the Charter of said City.

Job Title: Human Resources Analyst
Department: Human. Resources

. FLSA Status: Non-Exempt
SUMMARY
Under administrative direction, performs professional level support-of the human resources
activities; plans, coordinates and performs a variety ofthe more difficult and complex human
resources work, including developing human resource programs, systems, and procedures,
providing information, advice and training for rnanaaers and employees on human resources
policies and procedures; prepares reports and recommendations.
The Human Resources Analyst is an advanced level classification. Incumbents are expected to
perform advanced work in a variety of human resources functions. Functional areas may include:
recruitment and selection; benefits; equal employment opportunity; safety; workers'
compensation; classification and compensation; labor relations; HRIS; training and staff
development; and payroll.
ESSENTIAL DLiTIES AND.RESPONSIBILITIES
Conducts a variety of studies, surveys, and analysis in support of human resources management
programs; including the development and implementation of policies and procedures in the areas
of position classification, compensation,. employee training and,developrnent, employee benefits,
workers' compensation, .recruitment and selection, and equal employment opportunity.
Assists in the development and. implementation of policy goals. and objectives for the Human
Resources Department. Assists in the preparation and monitoring of the Department's budget.
Provides support in the analysis and interpretation of City Human Resources policies and .
procedures: Plans and coordinates the development and revision. of human resources pro~ams,
policies and procedures., and maintains, appropriate records grid documentation.
Conducts organizational and position classification tudies to determine classification of
positions and ensure the appropriate duties, responsibilities, qualifications and other
requirements. are specified; directs and personally performs the preparation of class
specifications, obtaining appropriate review; and prepares approval documents.
Provides departmental consultation services in the areas of recruitment and selection,
employment practices, training assessments, employee training and development, and employee
performance appraisals, ensuring compliance with City, state and federal guidelines, policies and
regulations.
Provides. assstance~preparing and presenting study and,~urveyresults to neQofiators and,
bargaining unit representatives; works with departmental andbargaining unit representatives to
resolve issues and to interpret contract provisions.
Provide direction for the technical and support staff as .needed .and in the day-to-day operations
of the Human Resources Department.
Attend,. participate and represent the Human Resources Department in meetings, conferences,
workshops, and other forums; confers with representatives of other jovernmental jurisdictions.

EDUCATION and/or EXPERIENCE
Bachelor's degree (B. A.) from four-year college or university with, a maj or in business or public
administration, human resource management, industrial relations; organization behavior or
development, or a field related fo the work; and three- years professional human resources
experience. Four years of professional'Human Resources/Personnel work experience maybe
substituted for one year of education.

position. classification, wage .and salary administration, regulations and standards governing ,
employee benefits; orgaizational development,, workers' compensation and safety programs,

research .analysis and methodology, including basic statistical methods and techniques; report
writing methods.

. conclusions.. Demonstrate the ability to interpret an extensive; variety of technical instructions,
statistical data and reports, and deal with several abstract and concrete variables.
