Susan Starbird, Petaluma, Petaluma Waterways and Rivertown Racers, spoke regarding current events and projects of both organizations. Richard Giddings, Petaluma, thanked Council for getting the flood fix almost completed. Inquired about Cedar Creek and expressed concerns about development. Clint Mason, Petaluma, spoke of a neighbor who has cultivated a large amount of marijuana in his backyard. He said the smell is a major nuisance and he's afraid of crime. His neighbors have never complained. He believes that big 21 grows smell and attract unsavory attention. 22 23 Kumar! Sirades, Petaluma, Sonoma Alliance for Medical Marijuana, expressed 24 concern with a proposal that would ban outdoor grows, saying it's very expensive 25 to set up and maintain an indoor grow and many medical marijuana patients 26 can't afford it, nor do they have the technical know -how. 27 28 Alex Bohn, Petaluma, against the proposed ordinance to ban outdoor 29 growing. He said he believes the community should come together to support 30 each other. 31 32 Linda Stokley, Petaluma, is a medical marijuana patient who no longer has to 33 take prescription medication. She told Council she attempted to set up an 34 indoor grow but couldn't sustain it due, in part, to a $200 per month electric bill. 35 36 Craig Litwin, Petaluma, served on the Sebastopol City Council and helped craft 37 their medical marijuana ordinance, which includes addressing the odor and 38 visibility concerns. 39 40 Ernie Carpenter, Sebastopol, has been an advocate of medical marijuana since 41 the 1970s. The people who use medical marijuana can't afford to grow inside or 42 build an outside structure. 43 44 Moses Pope, Petaluma, is an advocate of medical marijuana helping to heal 45 others.
