HomeMy WebLinkAboutResolution 00-187V N.C.S. 10/16/2000 Resolution 1~To. 00-187~I IV.C.S. of the City of Petaluma, California RESOLUTION AMENDING THE CLASSIFICATION PLAN AND ESTABLISHING THE POSITION CLASSIFICATION DIRECTOR OF GENERAL PLAN ADMINISTRATION DESIGNATED TO UNIT 8 (DEPARTMENT HEAD) WHEREAS, the City Council through the approval of the reorganization efforts of 1999 and 2000 and the assignment of the General Plan preparation and implementation under the direct authority of the City Manager, identifies and recognizes a need to establish a job classification and appropriate pay scale for the management position of Director of General Plan Administration to manage the newly created department of General Plan Administration. BE IT RESOLVED that the Classification Plan and Compensation Plan, as originally adopted pursuant to Resolution No. 90-209 N.C.S., and the classification titles and specifications as adopted by Resolution No. 90-147 N.C.S., are hereby amended by establishing the classification of Director of General Plan Administration (as attached hereto and marked Exhibit "A" and made a part hereof). BE IT FURTHER RESOLVED that this action is taken pursuant to Personnel Code 2.04.020 and Personnel Rules and Regulations (Rule IV, Section 5) for classifications included in the Competitive Service of the Personnel System, that the notice of this action has been properly posted and that the City Manager recommends this action. NOW THEREFORE, BE IT RESOLVED that the Resolution No. 90-147 N.C.S., as amended, is hereby amended to eliminate the classification of Planning Director and include the classification of Director of General Plan Administration and assigning this classification to Unit 8 (Department Head), with a salary range of $7013 - $7364 - $7732 - $8119 - $8525 per month effective July 10, 2000. Department: City Manager -General Plan Administration Reports To: City Manager FLSA: Exempt SUMMARY Coordinates the formulation of goals; objectives, implementation programs and activities of one or more departments /divisions such as Watershed and Water .Resources, Community Development, Public Facilities .and Services, Parks and Recreation, Police, Fire and General Plan Department Administration,.. and aids the. City Manager in formulating and administering organization policies for development .arid implementation of the General Plan by performing the following duties personally or through subordinates. V ESSENTIAL :DUTIES AND RESPONSIBILITIES include the following. Other duties maybe assigned. Provides management leadership fo the Department while-supporting City 1Vlanager, City Council and Community ,goals, toward the preparation and.implenientation of the General Plan acid related documents, Provides management leadership for a variety of special projects on behalf of the City Man;alter. Projects may include site acquisitions, liaison to County andlor regulatory agencies, management- or assistance for "redevelopment or public projects relating to City Council goals or General P an implementation. SUPERVISORY RESPONSIBILITIES Directly supervises 2 to 6 employees. Direct .supervision of numerous contract service providers under contract. with the City for the preparation of the General Plan and related special • studies. Carnes out supervisory responsibilities in accordance with the organization's policies and applicable: laws. Responsibilities include interviewing, recommending for contract or hire; and training employees; planning, assigning, and directing work;: appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. . A minimum of eight years_in aii administrative or supervisory capacity is :required. Knowledge of principles and practices of methods and techniques used for .planning ' studies; project and personnel management and organizational and' community participation •development; federal, state and local re~ii~latory requirements; and current developments and -information. LANGUAGE:'SHILLS . Ability to read, analyze, and interpret common professional and technical journals, maps and plans, :financial. reports, and legal documents. Communicate _in a clear, concise and effective manner (both .orally and in writing); write effective .reports and explain complex General Plan issues and ideas in a manner that is understandable to those with little or no .planning background; establish effective working relationships with public officials, representatives from other agencies and cities, other City staff, and the general public; make effective public presentations; use Microsoft Word and Excel proficiently. . MATH~EIVI~ATICAL SHILLS Ability to' apply mathematical operations to simple equations, charts and graphs to provide statistical data on demographic information.
