Brown, City Manager SUBJECT: Discussion and Possible Action to Send Letter of Support to Board of Supervisors Regarding Protection of Sonoma County Communities with Community Separators RECOMMENDATION It is recommended that the City Council consider the addition of this item to the agenda; and if added, authorize the Vice Mayor to sign the letter of support. BACKGROUND Pursuant to Rule II (A)(3) of the Council's Rules, Policies and Procedures, after the draft agenda has been approved by the City Council, and before the posting of said agenda for the City Council meeting in which the items will be addressed, additional items shall be placed on said agenda when the City manager receives a request by two Councilmembers, either verbally or in writing, that an item be added to the agenda. An item added in this manner will be addressed by the Council if a majority of the Councilmembers present at the meeting votes to address the item. DISCUSSION The attached request was received from Councilmembers Barrett and Healy asking that this item be agendized for Council consideration on December 7, 2015 as the Board of Supervisors will be discussing the community separator policies at their December 15th Board meeting. Request from Councilmembers DRAFT Sonoma County Board of Supervisors 575 Administration Drive, Room 100 A Santa Rosa, CA 95403 RE: Protecting Sonoma County's Communities with Community Separators Dear Chair Gorin and Supervisors, On December 7, 2015, the Petaluma City Council met and voted to support the efforts of the Sonoma County Board of Supervisors to renew and update community separator policies and designations before they expire in 2016. Petaluma supports community separators because these County land policies complement our Urban Growth Boundary (UGB) by safeguarding adjacent unincorporated lands. The community separators around Petaluma's UGB have helped prevent sprawl and protect greenbelts both to our north and south. We support the long -term protection of Sonoma County's greenbelts and rural character. Also, Petaluma supports the study of adding areas to the existing community separators. We would suggest that all cities near the potential additional areas to be studied be consulted and provided the opportunity to engage on this issue, including opportunities for community outreach. We welcome working with the Permit Resource and Management Department to help educate our constituency on the community separator policies and the next steps on this issue. As you work on ballot measure language, we would appreciate being kept apprised of the process. Furthermore, Petaluma supports the purchase of open spaces in community separators by the Agricultural Preservation and Open Space District, if and when such land is for sale, and believes this is a good use of Agricultural Preservation and Open space District funding.
