HomeMy WebLinkAboutPCDC Minutes 08/11/1975CALL TO ORDER ROLL CALL REDEVELOPMENT AGENCY OF THE CITY OF PETALUMA Minutes of Adjourned Meeting August 11, 1975 The meeting was called to order at the hour of 4:05 p.m. in the Council Chambers of the Petaluma City Hall- Post and English Streets,. Petaluma, California, by Chairman Helen Putnam,- Present: utnam, Present; Commissioners Brunner, Cavanagh, *Harberson, **Hilligoss, Mattei,..and Chairman Putnam. Absent: Commissioner Perry. -Commissioner Harberson arrived at 4:10 p.m. **Commissioner Hilligoss"arrived at 4:07 p.m. APPROVAL OF The minutes of,June.9, 1975, were approved as recorded. The MINUTES minutes of ,July 7, 1975,- were corrected to include that Commissioners.Hilligoss and, Perry had been sworn prior to the meeting of .July_7,'1975, as members of the Petaluma Redevelopment Agency. PETALUMA AREA A letter directed to;` the Executive Director of the Redevelopment CHAMBER OF Agency, Robert H. Meyer, dated August 4, 1975, by Max A. COMMERCE Mickelsen, President of -the Petaluma Area Chamber of Commerce, and James B. Williams, President of Petaluma Downtown Association, was read by the Recording Secretary and ordered filed. The letter requested an informal joint meeting of the Redevelopment Agency, the Executive Committee of the Chamber of Commerce, and the officers of the Downtown Association, as well as members of the press to participate in a no --host luncheon or dinner meeting at a mutually agreeable time and place; however, the members of the Agency felt any such meeting-could'be held within the framework of a regular meeting.of the Redevelopment Agency. The Executive Director was to so.advise the Petaluma'Area Chamber.of.Commerce and arrange for an agenda date for the meeting. DESIGNATION OF PRA Resolution #7 designating a survey area was introduced SURVEY AREA by Commissioner Mattel, seconded by Commissioner Harberson „ PRA RES X67 and approved by 6 affirmative votes, 1 absentee. The General.Counsel, Matthew Hudson, advised the members of the Agency they -had the power under the law to designate a survey area. He advised the Commissioners the Planning Commission had met and adopted a resolu- tion identifying the area on the City's map as'an appropriate study area. Because of a power failure, the Deputy Director Frank Gray was unable to outline the area by means of a viewfoil; however, each member of the Agency had a copy of the map, which designatedthe proposed study area and marked as Exhibit "A" to PRA Resolution #7.'The``primary areas proposed for study include Redevelopment_Agenr�rwMeet- ng,--.-%A.ugust 11, 1975 DESIGNATION OF commercial and industrial areas, ratherthan residential SURVEY AREA areas. Commissioner Hilligoss stated the Planning Commission PRA RES #7 made this determination because the Housing -Authority would, (continued) when -established, be concerned-w3th-redevelepment of residential areas. She did state, however, there`=are some residential areas included in the study --those being -on Wilson Street and Petaluma Boulevard North. Mr. Gray then outlined:the,confines of the study area and the various zoning designations within the area. Planning.Commission Resolution #12-75 recommending -a survey area submitted and filed by the Deputy Director. Commissioner Mattei questioned why the study:area di.d.not.include the extension up to Fair Street as had been previously discussed.. He also questioned whether or not Bassett Street should not be included in the study area. Mr. Gray responded by stating the area was purposely kept more or less compact and concentrated primarily on the core area. He further stated the entire area as depicted on Exhibit "A" would not be studied at one time; however, a small portion of the area would be -selected for review, concentrating on a certain project area.and. moving_along.in a very cautionary manner. - Some question was raised why the designation_was-confined.�-strictly to the industrial and commercial phase of:redevelopment:aud_no..provisions made for residential redevelopment or revitalization. Planning�Director:-Dennis $oehlje then stated the Planning:Commission-was.given.direction-to eliminate residential areas. He advised the Agency there.could be other -means for.revitalizing or redevelopment of blighted residential areas by use of Code enforcement. The Executive Director, Robert Meyer, then asked "If:the time came when the Agency was able to freeze the taxes -in -the redevelopment -area, would such a tax freeze include the entire area as depicted on Exhibit.- "A! -!t of= the --resolution?" Mr. Gray responded that only the -project area selected:would,be eligible for the tax freeze. Some discussion was -then -held regarding expandi_ng_the survey ---area to include more properties -near -the civic center and also extending4-up-,Western Avenue, possibly as far as Fair Street: Chairman._.Piifinam ..r_emarked-the::,2,-.anni.ng Commission had made their recommendation that -the Redevelopment_Ageney::adapt the proposed survey area designation.and-then questioned Deputy Director:_Frank Gray whether or not the resolution, if adopted by-the.Redevelopment:Agency,.__could be amended? Mr. Gray advised the Agency the survey,designation.could be amended.by resolution if referred to the -Planning Commission for comment. The criteria for selecting the project area within the_, des guated survey area was discussed—Mr. Gray indicated-the.Planning Commiss on'.-s__first priority would probably -be the.:.core.area; however,.if residents or land owners in a certain area -indicated to the Agency they would like to be included in a project area, the Redevelopment Agency would have to take�the matter under consideration. The Agency, however,.would have -the prer.ogative_of assigning priorities to any projects. It could refer to illogical lotting or it could -refer to areas which indicated some economic deterioration. Upon conclusion of the discussion, the above resolution was adopted.
