4 ACCEPTING COMPLETION OF THE DISINFECTION FACILITY UPGRADE
5 PROJECT

9 WHEREAS, disinfection/dechlorination of wastewater are critical components of the
10 wastewater treatment process; .

12 WHEREAS, one of the most common methods of disinfection/dechlorination, addition
13 of gaseous chlorine and sulfur dioxide, was formerly used by the City's wastewater
14 treatment facility;
15
16 WHEREAS, the use of gaseous chlorine and sulfur dioxide is subject to new regulations
17 by the EPA;
18
19 WHEREAS, the City evaluated various disinfection/dechlorination alternatives and
20 determined the most beneficial alternative to be conversion to a liquid process that is not
21 dependent on chemicals that are regulated by the. EPA;
22
23 WHEREAS, the liquid disinfection/dechlorination process will improve worker and
24 public safety;

26 WHEREAS, design of the Disinfection Facility Upgrade Project was initiated in
27 accordance with Petaluma City Council Resolution No. 98-202;

29 WHEREAS, the advertisement of bids for construction of the Disinfection Facility
30 Upgrade Project was initiated in accordance with Petaluma City Council Resolution No.
31 99-26;

33 WHEREAS, the Disinfection Facility Upgrade Project is programmed in the 5-Year
34 Sewer CIP (Project 9875);

36 WHEREAS, Frontier Contracting Inc. was awarded the contract for construction of the
37 Disinfection Facility Upgrade Project. in accordance with Petaluma City Council
38 Resolution No. 99-78;

40 WHEREAS, Frontier Contracting Inc. has completed all the work to the satisfaction of
41 the Director of Engineering;

43 NOW, THEREFORE IT BE RESOLVED by the Petaluma City Council that the
44 project is hereby accepted;

1 BE IT FURTHER RESOLVED that the City Clerk is hereby authorized to sign the
2 Notice of Completion and file the same with the Sonoma County Recorder;

4 BE IT FURTHER RESOLVED that Finance Department is hereby authorized to
5 release the ten percent (10%) retention to Frontier Contracting Inc. thirty-five (35) days
6 after the recordation of the Notice of Completion provided that no liens or stop notices
7 have been filed against the project.
Under the power and authority conferred upon this Council by the Charter of said City.
