RESOLUTION AMENDING THE CLASSIFICATION PLAN
AND ESTABLISIIING THE POSITION CLASSIFICATION
PLANNING MANAGED
DESIGNATED TO UNIT 9 (MID-MANAGEMENT)
WHEREAS, the Classification Plan and Compensation Plan, as originally adopted
pursuant to Resolution No. 90-209 N.C.S., and the classification titles and specifications as
adopted by Resolution No. 90-147 N.C.S., are hereby amended by establishing the classification
of Planning Manager (as attached hereto and marked Exhibit `A' and made a part hereof); and,
WHEREAS, this action is taken pursuant to Personnel Code 2.04.020 and Personnel
Rules and Regulations (Rule IV, Section 5) for classifications included in the Competitive
Service of the Personnel System, that the notice of this action has been properly posted., and that
the City Manager recommends this action.
NOW, THEREFORE, BE IT RESOLVED that Resolution No. 90-147 N.C.S., as
amended, is hereby amended to include the classification of Planning Manager and assigning this
classification to Unit 9 (Mid-Management), effective March 6, 2000, with a salary range of
-$5341 - $5608 - $5889 - $6183 - $6492 per month.
Under the power and authority conferred upon this Council by the Charter of said City.

SUMMARY
Under general supervision of Community Development Director, manages the day to day
developmental and regulatory processes, as well as advanced and policy planning responsibilities
of the Planning Division. Performs and/or directs the performance of the following duties.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be
assigned.
¦ Manages the developmental review and advanced planning process with other City
professional team members.
• Compiles and analyzes data on economic, social, and physical factors affecting land use,
prepares or requisitions graphic and narrative reports on data.
® Confers with local, regional. and state authorities, civic leaders, and land planning and
development specialists to devise and recommend arrangements of land and physical facilities
for residential, commercial, industrial, and community uses.
• Recommends governmental measures affecting. land use, public utilities, community facilities,
and housing and transportation to control and guide community development and renewal.
• Reviews and evaluates environmental impact reports applying to specified private and public
planning projects and programs.
SUPERVISORY RESPONSIBILITIES
Directly supervises Planning Division employees to effectively handle work assignments and
projects..Performs supervisory responsibilities in accordance with the City's policies and
applicable laws. Responsibilities include interviewing, hiring, and training employees; planning,
assigning, and directing work; appraising performance; rewarding and disciplining employees;
addressing complaints and resolving problems.
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty

EDUCATION and/or EXPERIENCE
Bachelor's. degree (Master's degree preferred) or equivalent in planning or closely-related field;
with four to eight years .related experience and/or training in professional planning or community
development; with at least three years of supervisory experience; or equivalent combination of
education and experience.

¦ Adminis"trative principles and methods, including goals, objectives and program development,
work organization, delegation and employee supervision..
¦ Objectives; principles,. procedures, standards, practices, information, and trends in the field of
community development and planning.
¦ Land use, physical design, demographic, environmental, and~social/economic concepts as
applied to local government planning.
Applicable state and federal .laws,. court cases, and other regulatory considerations.
¦ Local government organization and the functions and practices of a local government
planning unit.
¦ Preparation, administration and review of a divisional budget.
LANGUAGE SKILLS
Ability to read, analyze, and interpret a variety of professional, technical and legal documents
related to the practice of planning. Ability to appropriately respond to inquiries or complaints from
other City departments, the general .public, members of the business community, and other
governmental or regulatory agencies. Ability to effectively present information to top
management, public groups, city commissions and committees, and. the City Council. Ability to
maintain effective working relationships with those contacted in the course of work, including co- .
workers, City officials and the general public.
MATHEMATICAL .SKILLS
. Ability to work with mathematical concepts. such as probability and statistical inference. Ability to
apply concepts such asp fractions, percentages, ratios, and proportions to practical situations.
REASONING ABILITY
Ability to define problems, collect and analyze data, establish facts, draw valid conclusions, and to
recommend creative, politically sensitive solutions. Ability to interpret an extensive variety of
technical inforrriation in statistical or graphic form and deal with abstract and concrete variables. -
Ability to .apply available technology to develop information and improve productivity and
efficiency.
