11 WHEREAS, California's state parks along with our Sonoma County regional parks and
12 City of Petaluma parks serve as recreational, social and cultural centers for our
13 community and visitors, providing important venues for youth enrichment and safety;
14 community identify, protection of natural and historic sites, parkland and open space, and
15 provide natural water filtering systems for the riparian habitat, and
16
17 WHEREAS, the state's commitment to state, regional, and local parks has dwindled over
18 the last decade, thereby California and Petaluma have not been able to keep pace with the
19 needed funding for rehabilitation, development, and acquisition, and
20
21 WHEREAS, during this same period of diminished funding for state, regional and local
22 parks, California's citizens have increased their visits to and use of state, and local parks,
23 and
24
25 WHEREAS, California is known for its incredible natural resources of open space,
26 mountains, rivers, coastline, and forests that positively impact the state and local
27 economy, and
28
29 WHEREAS, Petaluma is known for its invaluable natural resources of open space,
3o wetlands, the Petaluma River and its environs, fish habitat and creek restoration, and
31
32 WHEREAS, California is largely an urban state where it is projected the state's
33 population will continue to grow by 18 million by 2020; thereby placing more pressure
34 on existing parkland and facilities, and

2 WHEREAS, the last statewide park bond was passed in 1988, and

4 WHEREAS, Proposition 12, the Safe Neighborhood Parks, Clean Water, Clean Air, and
s Coastal Protection Bond Act of 2000, provides $2.1 billion for state and local park
6 projects to preserve our natural heritage and allow urban areas to expand much needed
7 recreation facilities that serve children, youth, seniors, and fanvlies, and
s
9 THEREFORE, BE IT RESOLVED, the City Council of the City of Petaluma. supports
1o the passage of Proposition 12, the Safe Neighborhood Parks, Clean Water, Clean Air, and
11 Coastal Protection Bond Act of 2000 and encourages Petaluma and California voters to
12 approve this bond act on March 7, 2000.
