11 WHEREAS, the State of California has presented a Proposition to provide grant and loan
12 funds for improvements to water quality, water supply, flood protection and water
13 oriented environmental restoration and enhancement projects, and
14
15 WHEREAS, the state's financial commitment to water related aspects of the environment
16 has dwindled over the last decade, thereby California and Petaluma have not been able to
17 keep pace with the needed funding for rehabilitation, development, and acquisition of
is safe drinking and watershed management related projects, and
19
20 WHEREAS, during this same period of diminished funding for state, regional and local
21 water related environments, California's citizens have increased their knowledge and
22 placed priorities on preserving and enhancing prime watershed lands and environments,
23 and
24
2s WHEREAS, California is known for its incredible natural resources of riparian corridors,
26 and safe drinking water as well as its proactive flood protection program that positively
27 impact the state and local economy, and
28
29 WHEREAS, Petaluma. is known for its invaluable natural resources of open space,
3o wetlands, the Petaluma River and its environs, fish habitat and creek restoration, flood
31 protection, and
32
33 WHEREAS, California is largely an urban state where it is projected the state's
34 population will continue to grow by 18 million by 2020; thereby placing more pressure

1 on existing water utility systems and facilities, as well as development within the
2 watershed, and

4 WHEREAS, Proposition 13, the Safe Drinking Water, Clean Water, Watershed
s Protection and Flood Protection Bond Act of 2000, provides funds for state and local
6 projects to preserve our natural heritage and allow urban areas to upgrade much needed
7 safe drinking water systems, and watershed and flood protection facilities that serve
8 existing and future children, youth, seniors, and families, and
9
to THEREFORE, BE IT RESOLVED, the City Council of the City of Petaluma. supports
11 the passage of Proposition 13, the Safe Drinking Water, Clean Water, Watershed
12 Protection and Flood Protection. Bond Act of 2000 and. encourages Petaluma and
13 California voters to approve this bond act on March 7, 2000.
