4 AUTHORIZING AN AMENDMENT TO THE GENERAL PLAN CIRCULATION ELEMENT
5 AND MAP TO INCORPORATE
6 THE PETALUMA BICYCLE PLAN AND BICYCLE MAP

9 WHEREAS, the Planning Commission held a public hearing on the proposed General Plan
10 Amendment and Tentative Subdivision Map on November 9, 1999, after giving notice of said
11 hearing, in the manner, for the period, and in the form required by Ordinance No. 1072 N.C.S., as
12 amended; and

14 WHEREAS, at the end of the public hearing the Planning Commission unanimously voted to
15 recommend that the City Council adopt a Negative Declaration and approve the project; and
16
17 WHEREAS, the City Council held a public hearing on the proposed project on January 18, 2000,
18 after giving notice of said hearing, in the manner, for the period, and in the form required by
19 Ordinance No. 1072 N.C.S., as amended; and

21 WHEREAS, the City Council reviewed the requested General Plan Amendment in accordance with
22 the General Plan Amendment and finds that

24 Findings for General Plan Amendment:

26 l . That the proposed amendment is deemed to be in the public interest.

28 The amendment to the Circulation Element of the Petaluma General Plan is specifically
29 called for within the current General Plan and is an anticipated eventuality. The Petaluma
30 Bicycle Plan has been prepared by the Petaluma Bicycle Advisory Committee with full and
31 intentional public participation. All public interests have been considered in the preparation
32 of this plan.

34 2. That the proposed General Plan amendment is consistent and compatible with the rest of the
35 General Plan and any implementation programs that may be affected.

1 Appendix D of the Petaluma Bicycle Plan supports the determination that amending the
2 General Plan to include the Petaluma Bicycle Plan in its entirety is consistent with and
3 compatible with the balance of the General Plan. The Goals, Objectives, Policies and
4 Programs listed in Appendix D are all inclusive and directly or indirectly support the
5 adoption of a General Plan Amendment to incorporate the Petaluma Bicycle Plan into the
6 General Plan.

8 3. That the potential impacts of the proposed amendment have been assessed and have been
9 determined not to be detrimental to the public health, safety, or welfare.

11 An Initial Study and Negative Declaration have been prepared. The Initial Study concluded
12 that no foreseeable and measurable adverse environmental impacts would result from the
13 adoption of the General Plan Amendment to incorporate the Petaluma Bicycle Plan into the
14 Circulation Element.

16 4. That the proposed amendment has been processed in accordance with the applicable
17 provisions of the California Government Code and the California Environmental Quality
18 Act.

20 All proper noticing, public review and environmental analysis has been completed for the
21 consideration of the General Plan Amendment.

23 NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Petaluma does
24 hereby authorize an amendment to the Circulation Element and Map of the General Plan to
25 incorporate the Petaluma Bicycle Plan and Map in their entirety.
26 Under the power and authority conferred upon this Council by the Charter of said City.
