RECOMMENDATION It is recommended that the City Council approve a Resolution Authorizing The Purchase of Mobile Column Lifts for Petaluma Transit from Municipal Maintenance Equipment Through the National Joint Powers Alliance Cooperative - Purchasing Consortium. BACKGROUND Petaluma Transit's maintenance shop utilizes one set of four mobile column lifts to lift buses for maintenance. The recent shop renovation did not include installation of "in- ground" or "pit" lift systems, opting instead to continue to use portable lifts. The shop's existing set of SEFAC mobile lifts are beyond their useful lives and have been repaired and rehabilitated several times. Parts are difficult to obtain, rendering them functionally obsolete. These SEFAC lifts are currently in working order. However, due to age and reliability, new vehicle lifts are needed going forward. Staff has determined that the old SEFAC lift sets can be retained and used as a second set of lifts, when two sets of lifts are advantageous. DISCUSSION Quotes were obtained and demo units evaluated from three of the industry leaders, including SEFAC and two others. The current state of the art mobile column lift sets are wireless, which allow for greater movement within and outside the shop while eliminating tripping hazards and increased maintenance from the electrical wiring that connected the older generation of lifts. Competitive proposals for wireless lift sets were received from two vendors, as follows: Wireless Lift Set Quotations Received While pricing for the Rotary and Stertil -Koni products is very similar, only the Stertil -Koni equipment meets the City's need for the following reasons: • Ease of movement; Stertil - Koni's "synthetic runner wheel" design makes movement easier and will decrease potential for staff injury during movement and positioning of the lifts. • Warranty; the Stertil -Koni equipment warranty remains valid with use in a wet environment. At Petaluma Transit, there are occasions that arise where lifts are deployed outside on the concrete, or in the wash bay. The Stertil -Koni lift system can be procured from an existing competitive governmental purchasing cooperative, National Joint Powers Alliance (NJPA), which provides value to the City through a more competitive volume pricing and reduced staff time on the procurement. Attachment 2 shows the "List Price" on the MME Quotation for Stertil -Koni equipment as $55,751, which is more than $15,000 higher than the competitive pricing the City will receive from the NJPA contract. This illustrates and documents, as is required by Petaluma Municipal Code 4.04.100, the advantage of using a cooperative purchasing consortium for this purchase. The Transit Advisory Committee discussed this item at their February 4, 2016 meeting and recommends that the City Council approve the purchase of Stertil -Koni Lifts through NJPA cooperative purchasing consortium. FINANCIAL IMPACTS The funding for this project is contained in the Transit Division's FY 15/16 Budget in line item 6500.65100.62250. ATTACHMENTS 1. Resolution 2. NJPA Certificate and Letter 0) Attachment 1 RESOLUTION AUTHORIZING THE PURCHASE OF MOBILE COLUMN LIFTS FOR PETALUMA TRANSIT FROM MUNICIPAL MAINTENANCE EQUIPMENT THROUGH THE NATIONAL JOINT POWERS ALLIANCE COOPERATIVE- PURCHASING CONSORTIUM WHEREAS, City of Petaluma Transit provides over 400,000 annual trips within the City of Petaluma on two modes, with a fleet of 18 vehicles of various sizes; and WHEREAS, Petaluma Transit has a maintenance facility that does not feature in- ground vehicle lifting systems, but rather utilizes portable lift systems that can be moved around the shop area as needed to raise up a variety of bus types in various bays and outside; and WHEREAS, Petaluma Transit has a set of wired mobile lifts acquired well over a decade ago that have far expended their useful lives and can no longer be relied upon to perform their function safely and require replacement; and WHEREAS, Petaluma Transit received demonstration sets of state -of -the- industry wireless lifts from two of the top manufacturers of heavy duty mobile lifts, and evaluated each for their ease ofuse, functionality, durability, and versatility, and identified the Stertil -Koni ST1085 -2FWA as the ideal mobile lift for Petaluma Transit's usage, due to ease of movement and the warranty in wet working environments; and WHEREAS, the Petaluma Municipal Code section 4.04. 100 provides that purchases made through a cooperative purchasing program with the state, county or other public agencies are exempt from provision of Chapter 4.04 of the Petaluma Municipal Code which requires the City to conduct its own competitive bid process for certain purchases and documentation as to the advantage of the cooperative purchase will be retained; and WHEREAS, there is no legal impediment to City of Petaluma making the funding request.
