Works & Utilities — Deputy Director, Public Works & Utilities SUBJECT: Resolution Authorizing Award of Contract for the Wiseman Trail Rehabilitation Project, City Project No. C14101606 and Amending the Project Budget RECOMMENDATION It is recommended that the City Council approve the Resolution Authorizing Award of Contract for the Wiseman Trail Rehabilitation Project, City Project No. C14101606, and Amending the Project Budget. BACKGROUND The existing park trail has deteriorated over the years and needs reconstruction. This project will re- construct and widen the existing trail from north of the restrooms to the playground and south to the end of ball fields. The new access will wrap around the ball field and will provide an accessible path to both sets of portable bleachers. Two additional ADA parking spaces will be added along with ramps for accessing the trail. Public restrooms along with ADA parking and access were recently installed in the park. DISCUSSION The existing Wiseman trail consists of a four feet wide asphalt concrete (AC) pavement and a four feet wide dirt path alongside the AC pathway. The existing AC pathway is in very poor condition due in part, to the expansive adobe soils and is beyond being repaired by City maintenance. This project includes construction of 8 -foot wide concrete pathway, excavation, demolition of current AC pathway, and building an embankment for access to the ball field on the south end. The project will also upgrade the existing sidewalk and curb ramp from the adjacent parking lot, provide two ADA compliant concrete parking stalls and the water fountain structures along the trail will be reset. The project was designed by City staff. A Notice Inviting Bids was advertised on December 10, 2015; eleven (11) bids were received and opened on January 6, 2016 as follows: Name of Bidder Coastside Concrete & Const. Inc. John Benward Co. Coastside Concrete & Construction, Inc. possesses a valid Class A California Contractor's License, license number 995338, that expires on August 31, 2016 and which qualifies Coastside Concrete & Construction Inc. to perform the work. Construction is scheduled to begin in March and to be completed by June 2016. Construction management and inspection services will be conducted by City staff with assistance by a consulting geotechnical and material testing firm. The proposed action meets Council Goals: "Plan for and implement priority capital projects as funding permits." However additional funding was identified and all of the required work in now included in the low bid amount. A portion of delayed reimbursement from Sonoma County Transit Authority for a project completed in a prior fiscal year will be used to fund this project. ATTACHMENTS 1. Resolution 2. Location Map Attachment 1 RESOLUTION AUTHORIZING AWARD OF CONTRACT FOR THE WISEMAN TRAIL REHABILITATION PROJECT, CITY PROJECT NO. C14101606 AND AMENDING THE PROJECT BUDGET WHEREAS, in accordance with the City of Petaluma Charter and Municipal Code, California Public Contract Code Section 20162 and other applicable law, City staff prepared construction bid documents and solicited bids for the Project; and WHEREAS, the project was bid on December 10, 2015, and Eleven (11) bids were received and opened on January 6, 2016 in accordance with applicable law; and WHEREAS, the lowest responsible bid for the Project was submitted by Coastside Concrete & Construction Inc., Rohnert Park, CA for $356,105; and WHEREAS, it has been determined that the Contractor's bid satisfies the bidding requirements for the Project; and WHEREAS, it is verified that Coastside Concrete & Construction Inc. possesses a valid California Contractor's License, Class A California Contractor's License, license number 995338 , that qualifies Coastside Concrete & Construction Inc. to perform the Project; and WHEREAS, sufficient funds are available to fund the project based on actual bid prices and cost of project management and design services; and WHEREAS, the Project is categorically exempt pursuant to California Environmental Quality Act ( "CEQA ") and Title 14, the California Code of Regulations ( "CEQA Guidelines "), Section 15301, because the project would result in negligible or no expansion of use beyond what currently exists. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma hereby: Approves the amended project budget of $471,590. 2. In accordance with the City of Petaluma Charter and Municipal Code, California Public Contract Code Section 20162 and other applicable law, waives any and all non- conformance in the bid of Coastside Concrete & Construction Inc., for the Wiseman Trail Rehabilitation Project, and finds the bid of $356,105 to be the lowest, responsive bid and further finds that Coastside Concrete & Construction Inc., is the lowest responsible bidder. M 3. Awards the contract for the, Wiseman Trail Rehabilitation Project to Coastside Concrete & Construction Inc., in the amount of $356,105, the amount of the lowest responsive bid, conditioned on Coastside Concrete & Construction Inc., timely executing the project contract and submitting all required documents, including but not limited to, executed bonds, certificates of insurance, and endorsements, in accordance with the project bid documents. 4. Directs staff to issue a notice of award to Coastside Concrete & Construction Inc. 5. Authorizes and directs the City Manager to execute the project contract on behalf of the City of Petaluma upon timely submission by Coastside Concrete & Construction Inc., of the signed project contract and all other required document, including but not limited to, executed bonds, certificates of insurance, and endorsements, in accordance with the project bid documents. 5 Attachment 2 WISEMAN TRAIL REHABILITATION PROJECT PROJECT NO.
