GENERAL PUBLIC COMMENT Mayor Glass opened GENERAL PUBLIC COMMENT. Katherine Bobrowski, Petaluma, spoke of problems at the mobile home park where she lives. The Minutes of Regular City Council /PCDSA Meeting of Monday, January 4, 2016 and the Minutes of Special City Council /PCDSA Meeting of Monday, January 11, 2016 were deemed approved as presented. 2. (Hines) C. Resolution 2016 -015 N.C.S. Ordering the Summary Vacation of an Existing Public Storm Drain Easement on Assessor Parcel Number 007 - 041 -001, Petaluma, California. (St. John /Bates) D. Resolution 2016 -016 N.C.S. Approving the Third Amended At -Will Agreement for Employment of the City Manager. (Brown) Mayor Glass opened Public Comment on the CONSENT CALENDAR. PUBLIC HEARING February 1, 2016 A. Public Hearing to Levy an Annual Assessment for Fiscal Year 2016 for the Downtown Petaluma Business Improvement District and Resolution 2016 -017 N.C.S. Establishing the Levy for the 2016 Annual Assessment for the Downtown Petaluma Business Improvement District. (Mushallo) Finance Director Bill Mushallo Council Member Healy, Council Member Kearney, and Vice Mayor King announced that they would recuse themselves for the item, as they each had offices located within the assessment district, and left the dais. Director Mushallo Mayor Glass opened Public Comment on Item S.A. Patricia Tuttle Brown, Petaluma, has a business in Zone C and would like to see the traffic calming initiative continue for that area. Mayor Glass City Manager Brown Mayor Glass Katherine Bobrowski, Petaluma, spoke about Theatre Square. Seeing no other persons wishing to speak, Mayor Glass closed Public Comment on Item S.A. Mayor Glass Director Mushallo Mayor Glass noted for the record that no protest letters were received. Council Member Albertson Motion: Approve A. Resolution 2016 -017 N.C.S.
